Job Summary:

The Executive Proposal is responsible for leading and managing the proposal development process from initiation to submission, specifically within the oil and gas industry. This role involves coordinating cross-functional teams, ensuring compliance with customer requirements, and delivering high-quality proposals that effectively communicate the company’s value proposition.

Key Responsibilities:

Proposal Development:

  • Lead the end-to-end proposal development process for complex and high-value bids in the oil and gas sector.
  • Develop proposal plans, outlines, and schedules.
  • Write, edit, and format proposal content to ensure clarity and consistency.

Cross-Functional Collaboration:

  • Coordinate with subject matter experts (SMEs), technical teams, and other stakeholders to gather information and insights.
  • Facilitate proposal review meetings and incorporate feedback.
  • Ensure all proposal inputs are complete, accurate, and aligned with customer requirements.

Compliance and Quality Assurance:

  • Ensure proposals comply with all customer requirements, including technical specifications, pricing, and legal terms.
  • Conduct thorough reviews of proposal documents for accuracy, consistency, and completeness.
  • Implement quality control processes to maintain high standards.

Strategic Planning:

  • Develop and implement proposal strategies to enhance win rates.
  • Conduct competitive analysis and identify key differentiators.
  • Create persuasive executive summaries and value propositions.

Process Improvement:

  • Identify and implement best practices for proposal management.
  • Develop and maintain proposal templates, tools, and databases.
  • Train and mentor junior proposal team members.

Stakeholder Management:

  • Manage relationships with internal and external stakeholders, including partners and subcontractors.
  • Communicate proposal status, risks, and issues to senior management.
  • Ensure timely submission of proposals and manage post-submission follow-ups.

Qualifications:

Education:

  • Bachelor’s degree in Engineering, Business Administration, or a related field. Advanced degree preferred.

Experience:

  • Minimum of 1 years of experience in proposal management, business development, or a related field within the oil and gas industry.
  • Proven track record of managing and winning complex proposals in the oil and gas sector.

Skills:

  • Strong project management and organizational skills.
  • Excellent written and verbal communication skills.
  • Ability to work under pressure and meet tight deadlines.
  • Proficient in proposal management software and Microsoft Office Suite.
  • Strong analytical and strategic thinking abilities.
  • Attention to detail and commitment to quality.

Technical Knowledge:

  • In-depth understanding of oil and gas industry standards, technologies, and regulations.
  • Familiarity with technical specifications, engineering processes, and project management methodologies in the oil and gas sector.

Job Type: Full-time

Pay: RM2,500.00 - RM3,500.00 per month
