Accountability & Authority: o Serves as the primary authority for all Energy Isolation activities across the project. o Holds independent authority to stop any unsafe work practices related to energy isolation. 2. Program Implementation & Compliance: o Implements Energy Isolation Program using SPS-101 Energy Isolation SPS and the SPS-101 Energy Isolation Guidebook. o Communicates and provides guidance on SPS-101 Energy Isolation program documents. o Establishes acceptance criteria for authorizing the campus Energy Isolation Plan, including commencement and updates. 3. Roles & Approval Process: o Confirms the assignment of Authorizing and Performing Roles. o Ensures the approval process for Energy Isolation procedures is in place. 4. Audits & Compliance Assurance: o Conducts audits, inspections, and findings to address deficiencies, issues, and best practices. o Establishes acceptance criteria for the Authorizing Authority’s site Energy Isolation Plan. o Ensures all entities follow standardized energy isolation policies and procedures. o Prepares reports on Energy Isolation Program activities and general status. 5. Site Inspections & Risk Management: o Performs site walks and inspections to monitor progress, ensure construction meets design intent, and flag concerns. o Reviews benchmarking to maintain standard and quality compliance. o Identifies and mitigates project risks, manages Non-Conformance Reports, and ensures resolution. 6. Permit Process & Documentation Review: o Works with the Authorizing Energy Marshal to establish an Energy Isolation Permit process. o Reviews documentation, including procedures, job hazard analyses, and permits, to verify safe working conditions. o Ensures compliance with construction, commissioning, maintenance, and operations activities. 7. Technical Compliance & Design Review: o Reviews construction drawings, specifications, design guides, standards, sequences of operation, and commissioning documents. o Ensures technical compliance in design and implementation. 8. High-Risk Activity (HRA) Planning: o Participates in HRA planning meetings for Energy Isolation activities. o Reviews PTWs (Permit to Work), MS (Method Statements), and RAs (Risk Assessments) to ensure all energy sources are identified. o Ensures SoWs (Scope of Work), MOPs (Methods of Procedure), and Scripts are reviewed for energy isolation. o Reviews Post-Turnover MOPs for compliance. 9. Collaboration with Construction & Commissioning Teams: o Ensures safe working conditions for proper testing and validation of MEP (Mechanical, Electrical, Plumbing) system installations and operations. o Verifies qualification, training, and PPE (Personal Protective Equipment) requirements for personnel performing Energy Isolation tasks. 10. Personnel & Role Assignments: • Reviews qualifications and assigns Authorizing Energy Marshals and Performing Energy Isolation Coordinators. • Coordinates the delegation of qualified alternates for multi-shift and peak energization periods. 11. Meetings & Coordination: • Participates in daily/weekly meetings and site walks with General Contractors and Packaged Contractors. • Verifies and validates the Energy Isolation permitting process. 12. Process Validation & Assurance: • Validates the execution of individual and group LOTO (Lockout/Tagout) processes, including centralized LOTO. • Coordinates with General Contractors and applicable contractors to ensure an Energy Isolation assurance process. • Identifies and closes gaps found during assurance audits, using the SPS-101 Energy Isolation Alignment Checklist. 13. Change Management & Safety Compliance: • Supports the change management process by providing clarification and guidance on scope, justification, and technical details. • Works closely with Environmental, Health, and Safety teams to promote operational excellence in hazardous energy control. • Encourages a culture of safety, security, and compliance in all Data Center activities. 14. Incident Investigations & Best Practices: • Acts as a Subject Matter Expert (SME) in Energy Isolation incident investigations. • Delegates qualified alternates for multi-shift and peak energization periods. • Coordinates with MS Operations on potential impacts of Energy Isolation activities on data center operations. • Shares best practices in issue management, quality management, and program management. • Implements changes based on lessons learned to improve commissioning procedures and practices.
