JOB SUMMARY AND OBJECTIVES Ensuring that HSE programs and activities to promote HSE awareness within the Marine Business Unit are in compliance with the HSE Rules and Regulations, procedures and work instructions with particular emphasis on inspection and surveillance of unsafe acts and unsafe conditions. PRIMARY JOB RESPONSIBILITIES & ACCOUNTABILITY HSE PLANS • Guided by the central HSSE strategies ensure the implementation of Departmental and Divisional HSE plans, Project HSE plans and interventions with the principal objective of establishing a HSE community that emphasizes a “Safety First” mindset at the workplace. HSE POLICIES & PROCEDURES • Ensure that all work carried out for the project is complying with the HSE Rules and Regulations, procedures, and work instructions. HSE MANAGEMENT SYSTEM • Plan, manage and maintain the implementation of a HSE Management System to promote quality, health and safety performance of the Company as well as to comply with industry best practices and statutory requirements (e.g OSHAS / DOSH / NIOSH) in collaboration with the various Divisions / Departments in the Marine Repair Business unit. HSE PROGRAM & TOOLS • Ensure that HSE programmes that have been planned for the project such as weekly HSE meeting, weekly safety talks, daily toolbox talks, inspections to promote HSE awareness in the Marine Repair Business Unit have been conducted as scheduled. • Act as the Secretary in the Project HSE Committee HSE AUDITS / INSPECTIONS • Execute HSE audits and inspections programs (internal and external) in compliance with Health and Safety Management Systems and statutory regulations. • Conduct daily monitoring and surveillance at workplace for unsafe acts and unsafe conditions and recommend and implement corrective actions. EMERGENCY RESPONSE PLAN • Ensure that there is an effective Emergency Response plan for all projects prior to commencement of activities on the project. • Ensure that Plant Maintenance and turnaround works project have suitable fire fighting and Emergency Response facilities and First Aid Supplies that are in a good operating condition. HSE PERFORMANCE REPORT • Prepare weekly reports that contain the HSE statistics, HSE programmes, observations. findings and recommendations for submission to the Lead HSE. HSE ENFORCEMENT • Develop and monitor high risk activities plans and programmes • Coordinate Marine Repair Business Unit and project high risk activity with legal and other requirements • Ensure that critical procedures such as Permit-To-Work and LOTO are enforced by the line management effectively • Promote safety and health awareness at workplace • Ensure relevant signs are displayed at work site and HSE Performance Board is updated ACCIDENT INVESTIGATION • Investigate and review any accidents, near miss, dangerous occurrence, or occupational disease in according to OSH Regulation 2004 and ensure that incident reports are submitted within the required period. • Investigate health related complaints and inspect facilities to ensure that they comply with public health, comfort, or performance. • Ensure corrective action is taken to prevent recurrence of accidents/incidents. TRAINING • Conduct regular on the job training/ coaching at workplace AOB • Carry out any other duties assigned by Manager
