Malaysia ratified the United Nations Framework Convention on Climate Change (UNFCCC) on July 13, 1994, demonstrating its commitment to addressing global climate changes. As a non-Annex I Party under the UNFCCC, Malaysia is obligated to periodically report on its climate actions, including greenhouse gas emissions, mitigation efforts, and adaptation measures. In line with these commitments, Malaysia submitted its first Biennial Transparency Report (BTR) to the UNFCCC on December 31, 2024. This report represents a significant step in enhancing transparency and accountability in Malaysia’s climate policies and actions. However, further refinement and reinforcements are required to improve the comprehensiveness, accuracy and robustness of future reporting. This includes strengthening data collection methodologies, improving institutional frameworks, and ensuring better alignment with international reporting standards. The Stocktaking Assessment Analyst / Consultant will be responsible for the following scope of work: 1. Conducting a comprehensive assessment of Malaysia’s climate policies, actions, and progress in mitigation, adaptation and means of implementation; 2. Analysing national climate data, greenhouse gas inventories, and progress towards Malaysia’s Nationally Determined Contributions (NDCs); 3. Synthesizing key findings into a detailed self-assessment report aligning with UNFCCC reporting requirements; 4. Engaging with key stakeholders, including government agencies, private sector representatives, and civil society, to incorporate diverse perspectives into the report; 5. Identifying gaps and challenges in climate implementation and providing recommendations for enhancing national climate action; 6. Ensuring alignment of Malaysia’s reporting with global methodologies and best practices for transparency and accountability; 7. Prepare a Global Environment Facility (GEF) funding proposal upon completion and submission of the BTR to the UNFCCC; and 8. Undertake a qualitative assessment of the state of institutional arrangement capacity for preparation of NCs and BTRs upon completion and submission of the BTR1 to UNFCCC. 9. Perform other tasks as required by the Ministry QUALIFICATIONS Education - Minimum Master’s degree or equivalent in climate policy, public policy or any other related disciplines. Experience - Extensive expertise in climate policy analysis, reporting and stocktaking assessments; - Experience in UNFCCC reporting processes and climate transparency frameworks; - Familiarity with Malaysia’s climate governance and national climate reporting structures. - Candidate must be able to multitask and work independently; and - Good writing and communication skills in English and Bahasa Malaysia.
