As a Programme Delivery Manager under the Transformation Management Office, you play a crucial role in overseeing and guiding large-scale programmes that involve multiple teams and departments. JOB SCOPE

1. Business Liaison & Translation

  • Serve as the key liaison with business departments to translate ideas into scalable, value-driven projects while aligning business goals with enterprise delivery strategies.

2. Governance Oversight & Quality Assurance

  • Ensure consistent adherence to Project and Agile governance frameworks across programmes, aligning with enterprise standards, and monitor compliance with established processes, addressing deviations and recommending adjustments to sustain delivery progress.

3. Programme Health Monitoring

  • Monitor and report programme-level KPIs, such as velocity, progress, and delivery timelines, to ensure alignment with strategic objectives, and conduct regular reviews to evaluate programme health, resolve challenges, and recommend improvements.

4. Cross-Team Coordination and Dependency Management

  • Collaborate across teams and departments to manage cross-programme dependencies, ensure seamless coordination between Project/Agile teams and business units for unified delivery, and address operational roadblocks by acting as an escalation point.

5. Tools and Systems Governance

  • Provide guidance on best practices for using PPM tools and Agile platforms like JIRA to enhance productivity, along with training and support for tool usage, including creating dashboards and performance reports.

6. Stakeholder Engagement

  • Collaborate with stakeholders to align delivery outcomes & benefits with business priorities and enterprise strategies, fostering communication and alignment among leadership, business units, and delivery teams to maintain focus on programme objectives.

7. Delivery Enablement

  • Equip delivery teams with the necessary resources, tools, and training for success, guide them through organizational processes and governance requirements, and serve as a trusted advisor on governance and operational best practices.

8. Continuous Improvement

  • Lead continuous improvement initiatives by addressing inefficiencies and implementing systemic changes, while promoting a culture of agility and embedding operational excellence into governance practices.

REQUIRED COMPETENCIES

  • Excellent interpersonal and communication skills to effectively engage, align, and influence stakeholders at all levels.
  • Proven experience managing large-scale, complex programmes using both Waterfall and Agile methodologies, with strong knowledge of frameworks such as Scrum, Kanban, and SAFe.
  • Strong understanding of technology, social security, HR, procurement, and finance to contextualize programme requirements.
  • Ability to drive systemic change, advocate for Agile practices, and foster a culture of continuous improvement and adaptability.
  • Skilled in advising on the preparation of business cases and benefits planning.
  • Proficient in Microsoft Project, JIRA, and other Agile tools, using insights to enhance reporting and support informed decision-making.

JOB QUALIFICATIONS

  • Malaysian citizen.
  • Pass Malay Language, including an oral test at Sijil Pelajaran Malaysia (SPM) level or equivalent as recognized by the Government.
  • Possess a Bachelor's degree: Project Management/Computer Science/Business Management/Information Systems/Technologies (IS/IT), or equivalent qualification from accredited higher learning institutions.
  • Certification in PMI-ACP, PRINCE2 Agile, PMP, ScrumMaster (CSM), or Professional Scrum Master (PSM) is mandatory.
  • At least 6 years of working experience in an agile-driven organization with a proven track record of implementing Agile transformations or leading Agile projects.
