Job Summary

The Learning Administrator plays a vital role in supporting RBCs Learning & Development (L&D) initiatives in APAC by ensuring the smooth administration of learning initiatives in Malaysia and effective management of the Malaysia HRD Corp (formerly HRDF) processes. The incumbent is responsible for managing HRD Corp grants and levy utilisation, managing administration for learning events, overseeing training facilities, and providing comprehensive reporting. This role also acts as a key contact for learning-related employee queries and administers the "Education Assistance and Professional Studies Programme." for Malaysia based employees.

As a member of the APAC regional learning team, the role is primarily responsible for supporting Malaysia learning and development initiatives and activating global/regional learning initiatives in Malaysia. The role reports into the Senior Learning & Performance Consultant for APAC, with local oversight by the Senior Learning and Development Specialist for Malaysia.

Job Description

Human Resources Development Corporation (HRD Corp) Administration (Levy Utilisation & Grant Management)
  • Apply for and process grants via the HRD Corp eTRIS system for internal and external training programmes.
  • Maintain up-to-date and accurate records of levy utilisation, ensuring compliance with HRD Corp guidelines.
  • Prepare and submit timely reports on HRD Corp levy utilisation and claim statuses to internal stakeholders.
  • Monitor the organisation's remaining levy balance and provide insights for strategic allocation.
  • Stay updated on HRD Corp policies, procedures, and training grants to ensure maximised benefits.

Learning & Performance (L&P) Support
  • Ensure consistent application of processes and practices to promote learning efficiency and effectiveness.
  • Contribute and remain current with relevant SharePoint and RBC Connect sites.
  • Demonstrate commitment to teamwork by developing and maintaining strong relationships across the L&P team and colleagues across RBC Shared Services Malaysia.
  • Act as the first point of contact for staff, people managers, and external stakeholders regarding administrative learning and development-related queries.
  • Provide guidance on training programme selection, eligibility for grants, and HRD Corp processes.
  • Generate and analyse learning and development reports, including training attendance and completion rates
  • Provide insights and recommendations based on data to support continuous improvement in learning initiatives and overall learner experience.

Learning Effectiveness and Efficiency
  • Examine current processes and products, research and recommend well thought out solutions to improve productivity with a mindset for continuous improvement.
  • Offer suggestions for elimination / streamlining of non-value add procedures and processes inclusive of those leading to savings.
  • Escalate issues impacting people, partner relationships, processes and quality of learning to Senior Learning & Performance Consultant (Sr LPC).

Training Program Administration
  • Coordinate logistics for internal and external training programmes, including scheduling, venue booking, material preparation, catering arrangements, room access management, and attendee registration.
  • Manage RBC Workday (LMS) administration including creation /amendment of courses and scheduled offerings, learner enrollment, required reporting, tracking, monitoring participation levels and learner history.
  • Maintain accurate and organised training records, including attendance sheets, participant feedback, and evaluation data.
  • Liaise with training providers and internal/external facilitators to ensure program requirements are met.
  • Support the delivery of virtual and in-person learning sessions as needed, to ensure smooth execution, addressing any issues promptly.

Training Facilities Management
  • Oversee the setup and breakdown of internal training facilities, ensuring they are clean, organised, and fit for purpose.
  • Conduct regular audits of training facilities to ensure readiness for upcoming sessions.
  • Coordinate with Technology and Facilities teams to meet technology and equipment requirements, such as projectors, sound systems, and Wi-Fi access.
  • Manage bookings for internal training facilities and liaise with external venues when necessary.

Marketing of Learning Events
  • Continually promote the Learning & Performance value proposition and support the marketing of learning solutions through vehicles like Connect, WebEx, Lunch & Learns, campaign development to increase staff awareness and engagement with learning and increase traffic to learning assets.
  • Design and distribute promotional materials to increase awareness and engagement in learning initiatives.
  • Monitor event registration and participation to inform future marketing strategies.

Administration of the Education Assistance and Professional Studies Programme for RBC Shared Services Malaysia
  • Administer the RBC APACs "Education Assistance and Professional Studies Programme" for Malaysia, including queries, application processing, tracking approvals, and maintaining records of participants.
  • Monitor and ensure compliance with organisational policies and funding limits.
  • Generate regular reports on program participation, completion rates, and overall spend.
  • Provide guidance to staff on program eligibility, requirements, and available support.
