Position Overview

  • The Solar Plant Manager lead and manage the overall execution of the plant operation, maintenance, engineering, procurement, human resources, public relations and other administrative activities and jointly manage the company financial performance and other group initiatives to achieve and surpass all key performance indicators for the solar plants.

Roles and Responsibilities

Plant Performance Management

  • Responsible for all operational matters of the power plant and supervision of all the works and activities performed at the plant to ensure that the plant performance targets and objectives are achieved, and the business plan is delivered with full compliance with the Power Purchase Agreement (PPA), other key contracts and all local regulatory/ legislative requirements related to the power plant operations, policies, processes, procedures and systems.

Health, Safety, Security and Environmental (HSSE) Management

  • Ensure strict adherence to the plant HSSE policy and procedure by all plant staff, contractors and visitors.
  • Communicate safety rules and regulations to plant employees / contractor staff and ensure appropriate safety and protective equipment is worn; safety notices are prominently displayed in all work areas and that all accidents and incidents are efficiently investigated and analyzed whilst ensuring that mitigation measures are implemented to avoid any recurrence.

Maintenance and Outage Management

  • Plan, coordinate and monitor execution of preventive and corrective maintenance and outage work activities to ensure high availability and reliability of plant equipment. Develop and promote a condition-based preventive maintenance culture on day-to-day basis by conducting troubleshooting and root cause analyses and identifying solutions to reduce reactive maintenance. Play a positive role in design review and plant engineering or plant improvement projects.
  • Provide effective forecasting of manpower and material requirements and the budgets required to ensure readiness and availability of resources and spares for effective execution of electrical equipment maintenance plans.
  • Coordinate the planning and execution of annual scheduled maintenance of critical electrical equipment, as per the recommendation by the OEM, regulations requirements and industry best practices, to ensure implementation meets the HSSE, operational, budgets, and timeline targets.

Inventory Management

  • Lead the preparation of monthly / annual requirements for equipment, spare parts and general materials for the plant equipment and the required budgets to ensure availability and readiness of resources during implementation of routine and non-routine maintenance.
  • Review inventory level and material specifications and provide recommendations for improvement to ensure stock adequacy and effectiveness.

Stakeholder Management

  • Develop and maintain effective business relationships with all relevant internal departments and external contractors with highest standards of business ethics, whilst promptly attending to all critical technical issues in-order to ensure the services required by the organization are delivered in the most effective manner. Internal stakeholders include and not limited to Solar O&M, Asset Management, Finance, Procurement, Sustainability, Human Resource etc. while external stakeholders include and not limited to power off-taker, grid operator, the Energy Commission, local authorities and government agencies, OEM, contractors, and vendors, and insurance broker.

Contracts and Documentation Management

  • Ensure the plant permits, licenses, contracts and insurances are valid and renewed in a timely manner.
  • Prepare and submit routine operational reports or updates, annual budgets, annual operation plan (AOP) and purchase recommendations to the Management and Board of Directors. Responsible to ensure monthly performance report submission to the Energy Commissions and other plant operational information submissions as required by lenders, government authorities, insurance broker etc.
  • Develop, review periodically and maintain plant policies and procedures.
  • All documentation is to be properly controlled, maintained in the Company’s server and plant for softcopy and hardcopy respectively, and retrievable.

Human Capital Development

  • Provide technical guidance to plant O&M team in troubleshooting critical problems or equipment breakdown, fault diagnosis and review and implementation of improvement actions based on outcome of root cause analysis.
  • Device soft skills and technical competencies development plan for plant staff for their individual progression.

Technical Support

  • Be the subject matter expert in solar technology and provide valuable inputs or recommendations to the Management in this area and in new projects technical due diligence exercises.

Other Related Assignments

  • Liaise with other departments or entities within the Group.
  • Business or Project Development duties and tasks as assigned
  • To drive Environmental, Social & Governance related activities
  • Support, assist and execution of initiatives implemented at Group level.
  • Perform any other duties as assigned by the immediate superior.

Requirements:

  • Bachelor of Engineering Degree in Electrical/Mechanical or equivalent engineering field from an accredited university.
  • A Professional Engineer in electrical engineering registered with the Board of Engineers under the Registration of Engineers Act 1967
  • SEDA GCPV Certification
  • Minimum 8 years in utility scale solar PV power project development and execution, engineering design, construction, commissioning, operation and maintenance works. Abreast of latest development and trend in solar PV power technology i.e. solar system design, solar panel, inverter and the plant control systems. 5 years’ experience in management position.
  • Has knowledge of Grid-Connected PV installation and maintenance, Application of PVSyst tool, Meteonorm, SolarGIS and any other equivalent software for solar PV system analysis, Power plant O&M and Inverter troubleshooting skills.
  • Not less than five (5) years working experience in handling operation and maintenance of MV electrical equipment.
  • Familiar with power plant electrical installations operation and maintenance and the relevant governing acts, regulations and standards pertaining to handling of these equipment in power plant generation, transmission, distribution, protection and metering system.
  • Energy Efficiency Management of electrical systems or installations
  • Effective Communication and Reporting Skills.
  • Possess Strategic thinking, good Interpersonal relationship and Initiative.
  • Power plant working environment and expect to work during non-working hours in the event of plant emergency or breakdowns.
