Role Purpose

We are looking for a Proposal Engineer/Senior Proposal Engineer to support project management and cost engineering activities across offshore Oil & Gas projects. This role involves executing EPCI proposals and project execution under the CIC (Construction, Installation & Commissioning) department, covering hull, topsides, and mooring facilities.

Key Accountabilities

Proposal & Project Execution:

  • Assigned to a specific scope in project planning and execution under CIC.
  • Support coordination and interface activities or functional tasks during proposal and project phases.
  • Execute assigned scopes under guidance from CIC section leads.

Coordination:

  • Work across CIC and other departments to align project execution with EPCI targets.
  • Support transformation initiatives and continuous improvement programs.

Meeting Organization:

  • Organize and coordinate internal CIC meetings and external discussions with other departments, project management teams, and subcontractors to resolve issues.

Inquiry Preparation:

  • Consolidate technical requirements for inquiries to subcontractors, working closely with construction, installation, and commissioning leads.

Bid Evaluation & Cost Benchmarking:

  • Support bid analysis by comparing subcontractor pricing with historical data.
  • Collect, organize, and maintain cost summaries (quotations, CBEs, final costs) and productivity records for future reference.

Data Management & Analytics:

  • Gather and analyze cost and technical data for benchmarking and estimating methodologies.
  • Collaborate with the Digital & Analytics team to develop data-driven cost estimation models.

Schedule Planning:

  • Assist in designing execution schedules (Levels 1–5) in coordination with stakeholders.

Continuous Improvement & Reporting:

  • Analyze project execution data to improve future cost estimation models.
  • Support transformation initiatives within the CIC department.
  • Prepare reports summarizing project status, trends, and recommendations.

Qualifications & Experience

  • Bachelor's degree in engineering with minimum 5 years of experience in the onshore/offshore Oil & Gas sector, OR
  • Master’s degree with minimum 3 years of relevant experience.
  • Must have worked on at least one FPSO project as a Project Engineer or in bid proposals for a main contractor.
  • Proven ability to work in teams comprising members from diverse cultural and professional backgrounds, including vendors and subcontractors.

Competencies & Skills

Technical:

  • Strong understanding of EPCI execution processes, project objectives, and translating them into actionable plans.
  • Basic knowledge of project management, CAPEX estimation, cost engineering terminology, and quality assurance.
  • Familiarity with CIC technical requirements and standards.

Analytical & Digital Skills:

  • Logical/MECE thinker with strong analytical abilities.
  • Proficiency in Microsoft Excel, Power BI, and other data analysis tools.
  • Experience with scheduling tools like Microsoft Project or Primavera P6.
