Job Title: Technical Executive
Job Purpose:
The primary role of a Technical Executive is to support business development and sales teams by preparing accurate, detailed, and compelling proposals for potential clients. This includes understanding client needs, analyzing project requirements, defining technical solutions, and estimating project costs while ensuring compliance with company standards and industry regulations, particularly in the oil and gas sector. Additionally, the Technical Executive is responsible for managing tender-related tasks, interpreting client specifications, and proposing suitable design solutions, especially for generator control systems.
Core Responsibilities:
1) Preparation and Management of Proposals
- Develop, prepare, and manage preliminary technical and commercial proposals for new projects in the oil and gas sector.
- Coordinate and lead proposal efforts, ensuring alignment with company standards and client requirements.
- Review and interpret client specifications, tenders, and RFQs (Request for Quotations).
- Translate tender requirements into feasible technical designs and solutions.
- Attend meetings with clients to clarify project requirements and address technical concerns.
- Collaborate with project managers, technical teams, general managers, and senior stakeholders to ensure technical and financial accuracy.
2) Tender Management & Design Proposal
- Read and fully understand client tenders, ensuring all requirements are addressed.
- Interpret tender documents and translate them into suitable technical designs.
- Develop proposed design solutions that align with client expectations and industry standards.
- Work closely with the sales team to prepare budget proposals.
- Liaise with procurement and technical teams to ensure cost-effectiveness and feasibility of proposals.
3) Cost Estimation and Budgeting
- Develop cost estimates for projects based on detailed analysis of scope, specifications, and historical data.
- Work closely with procurement teams to define pricing structures, margins, and payment terms.
- Analyze risks and opportunities related to cost and schedule
4) Technical Documentation and Compliance
- Ensure proposals comply with all relevant regulations, codes, standards, and client requirements.
- Prepare detailed technical documentation, including project schedules, specifications, scope of work, and execution plans.
- Ensure all necessary certifications and accreditations are included in the proposal packages.
5) Collaboration and Stakeholder Engagement
- Engage with technical teams to ensure a clear understanding of the proposal’s technical scope and requirements.
- Communicate with clients, addressing queries and providing additional information or clarification as needed.
- Participate in meetings to present and defend technical and commercial proposals.
6) Risk Management and Analysis
- Identify potential risks, bottlenecks, and project execution challenges.
- Propose mitigation strategies and include risk assessments in the proposal documentation.
- Conduct thorough reviews and audits of proposals to ensure that all aspects of the project are covered.
7) Bid Presentation and Negotiation
- Present non-technical and commercial proposals to clients, offering solutions based on their requirements.
- Participate in meetings with clients to negotiate terms, pricing, and contract conditions.
- Coordinate follow-ups and clarifications during the bid review process.
8) Control System Expertise
- Specialize in control system generators, ensuring designs meet client specifications and operational requirements.
- Recommend appropriate generator solutions based on client needs and project constraints.
Health, Safety, and Environment (HSE) Requirements
- Conform to HSE Procedures and the requirements of the HSE Management System (ISO 45001 and ISO 14001) related to own job scope.
- Actively participate in training and awareness programs to maintain compliance with HSE policies.
- Ensure all proposals and project executions align with safety and environmental standards.
Qualification/Education
- Degree in Electrical Engineering.
Work Experience
- Fresh/ 1 year working experience
Skills
- Basic knowledge in design & drafting (AutoCAD, SolidWorks), Good understanding of control systems, wiring diagrams, and power distribution (for electrical roles).
- Basic Understanding of mechanical systems (pumps, non-electrical equipment) (for mechanical roles).
- Analytical and Problem-Solving Skills.

Job Type: Full-time
Pay: RM2,800.00 - RM4,500.00 per month
