Job Purpose & Overview:
Develop and implement strategic training initiatives and TVET frameworks by aligning with industry needs, national priorities, and stakeholder collaborations to enhance workforce readiness and drive sustainable upskilling.
Key Accountabilities:
Strategic Initiatives Development
- Drive the initiation and creation of new strategic initiatives that meet the evolving training needs of industries by conducting comprehensive research and analysis of future industry requirements in alignment with market trends that will support workforce readiness and help the nation stay competitive in the global market.
- Oversee the alignment of strategic initiatives and TVET frameworks through close collaboration with policymakers and economic researchers, based on the findings and inputs that will enhance workforce development and training accessibility to achieve the intended national upskilling agenda.
Industry Assessments
- Lead regular assessments of industry trends and gaps through collaboration with industry leaders to identify emerging skill needs and develop targeted initiatives that address these gaps whilst ensuring HRD Corp’s initiatives aligned with these demands, positioning the organisation at the forefront of workforce development.
TVET Frameworks
- Lead the creation and implementation of a comprehensive TVET framework, ensuring that it aligns with national education policies and priorities through the development of initiatives that improve the accessibility and quality of vocational training, empowering TVET institutions to better serve the needs of potential trainees and contributing to the national skill development agenda.
- Build and maintain strong relationships with key partners by actively engaging with relevant government agencies, educational institutions, and industry to ensure the credibility, relevance, and sustainability of TVET programs.
Strategic Fund Utilisation & Compliance
- Develop impactful training initiatives by effective utilisation of allocated funds in alignment with national workforce development priorities while ensuring compliance with the Allowable Cost Matrix (ACM) and other relevant frameworks to optimise resource efficiency and accountability.
- Monitor and evaluate fund utilisation by tracking expenditures, assessing cost effectiveness, and providing insights for continuous improvement, ensuring equitable access to training opportunities and sustainable program delivery.
Initiatives & Programmes’ Effectiveness
- Continuously monitor the effectiveness and impact of developed initiatives, adjusting as needed to improve outcomes. Provide regular reports and insights to leadership on the progress of strategic initiatives and their alignment with organisational and national goals, ensuring that all training schemes meet the intended objectives.
Qualifications & Relevant Experience:
- Bachelor’s Degree or postgraduate study in Management, Business, Finance, Economics or any other relevant discipline.
- Minimum 10-12 years working experience in the training and development sector, including at least 5 years in a leadership role focused on strategy development.
- Strong interpersonal and communication skills to effectively engage with stakeholders at all levels, including senior management, industry partners, and educational institutions.
- Experience in a regulatory or governmental agency will be added advantage.
- Strong analytical and strategic thinking skills, excellent leadership and team management capabilities, and outstanding communication and stakeholder engagement abilities.
- Willing to work at Damansara Heights.
