Job description
As a supervisor, he/she is accountable for the successful execution of defined contracts and procurement services related to one or more of HRC’s operations and/or projects.
- Accountable for procuring direct and indirect services required for the successful completion of the assigned department or project.
- Support the Contract Administrator in preparing the Project Procurement Plan.
- Participate in pre-bid, bid clarification, and award meetings.
- Facilitate the approval of purchase/award recommendations and requisitions.
- Ensure compliance with the procurement process.
- Ensure the continuous supply of required goods and materials and communicate any supply issues that may pose a risk or impact business operations.
- Monitor market trends, competitor strategies, and market suppliers.
- Research and evaluate areas of opportunity to reduce costs where possible.
- Develop ideas and strategies to improve operational efficiency, add value, enhance business performance, and drive continuous improvement.
- Explore alternate sources for goods and materials.
- Responsible for the procurement of Strategic Material Contracts and the maintenance of these contracts, including supporting the business in resolving disputes on sites.
- Support the business in conducting periodic Business Performance Reviews of Strategic contractors.
- Expedite the payment process for completed service scopes to ensure timely payments to vendors.
- Act as Lead Buyer for Materials during Turnarounds.
- Support the Governance & Liaison Officer by ensuring the Materials section follows all required templates and processes through internal audits of the services team.
- Lead the review of the Terms and Conditions of Material Contracts.
- Manage Business Process Outsourcing vendors to oversee tail-end contracts and manual POs.
- Onboard new staff to HRC systems, policies, processes, and procedures.
- This role will be required to step in as the acting VP of Contracts & Procurement when advised.
- Mentor and coach the Assistant Buyer to enhance their career and professional development.
- Perform other business-related tasks as assigned.
Job Requirements:
- A Bachelor's degree in Business, Law, Engineering, Supply Chain, or another applicable field. Alternatively, 5-7 years of relevant experience may be considered in lieu of a degree.
- Must have work experience in the Oil & Gas industry, demonstrating an understanding of and exposure to key procurement concepts and principles.
- Strong reporting skills.
- Proficiency in SAP, intermediate Excel skills, and excellent working knowledge and experience with supply chain management software.
- At least 10 years of purchasing experience, including soliciting, negotiating, drafting, formulating, and administering purchase orders.
