Job description:
- Responsible for managing daily Purchase Requests up to conversion to Purchase Orders in accordance with Contract and Project Procurement Management (CPPM) and Requisition to Pay (RTP) processes.
- Responsible for managing operational contracts for the overall development and delivery (including tendering, negotiation, awarding, post-award contract management, and continuous improvement of deals) of procurement strategies to maximize the value of spend on a total life-cycle basis. Approximately 30 to 40 contracts.
- Ability to interface effectively with Contract Procurement (CP) and End Users across a wide variety of backgrounds and levels, both at the plant and with the parent company.
- Garner support for key procurement goals and objectives through stakeholder and vendor management relationships during procurement activities.
- Assist other Senior Buyers in developing market-based category intelligence and category strategies.
- Maintain an understanding of Contract Procurement (CP) policies and procedures, approval processes, Requisition to Pay (RTP) processes, ERP-related processes, and procedures.
- Understand and utilize negotiation strategies and tactics based on Total Cost of Ownership (TCO), cost modeling, etc.
- Understand Materials Management Processes, including Inventory and Warehouse Management.
- Understand and execute CP processes and systems effectively.
- Accountable for maintaining records (both hardcopy and softcopy) and filing for the respective portfolio.
- Assist the team in training key stakeholders, such as Contract Owners, Contract Holders, and End Users, on CP processes, procedures, supplier conferences, and refresher courses.
- Act as the focal point for internal and external audits for contracts under his/her responsibility.
- Responsible for training new joiners and onboarding as a buddy.
- Ensure governance is upheld in all tenders. Advise and advocate process governance to End Users.
- Responsible for delivering Third Party Spend Savings (TPPS) during procurement activities as per the Goal and Performance Appraisal (GPA).
- Support Contract Holders in managing post-award contract activities, including contract reviews, dispute resolution, and contract closeout.
Job Requirements:
- Degree in Finance, Accounting, Supply Chain, Logistics, or related fields, with 4 to 8 years of relevant procurement experience in the Oil and Gas (downstream manufacturing operation) industry as a Buyer managing contractors or other contract-related experience.
- In the absence of a university degree, a minimum of 6 to 9 years of relevant procurement experience in Oil and Gas (downstream manufacturing operation) as a Buyer is required.
- Knowledge of contract and procurement policies and strategies, with an understanding of related SOPs on procurement processes.
- Experienced in stakeholder engagement.
- A self-starter, capable of working independently.
- Strong verbal and written communication and negotiation skills.
