Construction Superintendent
ROLE PURPOSE:
Responsible for supervising Mubadala Energys (MEs) Construction Team that will manage contractor procurement, fabrication, offshore hook-up & commissioning of condensate and gas facilities for both greenfield and brownfield projects. Projects involving several different facilities in various stages of development may be managed at any given time. The position will have direct line authority for safety, management control, regulatory compliance, quality, cost and schedule related to assigned construction work. Position has direct line responsibility for related contracts (including service orders). The position will have contract administrator responsibilities for all Hook-Up & Commissioning (HUC) and Fabrication contracts.
It is also expected this position will have senior line management responsibility of offshore erection activities, encompassing the offshore installation of new platforms/pipelines; additional facilities on the existing platforms, drill rigs and other construction related work requiring marine construction vessels, and potential emergency offshore pipeline repairs, if required. The platform components may include jackets, jacket caps, modules, interconnection bridges, flare structures, pipelines and risers. Overall responsibilities include transportation, installation and handover to the hook-up contractors. The scope includes hydrographic surveying, platform and rig positionings and meteorological services.
Based in the KL office with travel as necessary to project design, fabrication yards, marine facilities, and offshore locations.
KEY ACCOUNTABILITIES:
Description
Health, Safety, & Environment
- Provides Safety Leadership to Team and ensure contractor compliance with the HSSE aspects of construction, fabrication and hook-up and commissioning.
- Demonstrate exemplary commitment to MEs HSSE goals and culture.
Function
- Plans construction management organization manning requirements & arranges contract personnel as necessary.
- Supervises development, evaluation, award and administration of construction contracts.
- Responsible for stewardship of HUC Term Contract, including developing administration and Controls Compliance procedures for same.
- Provides input into MEs Annual Shutdown Plan and interfaces with all affected parties regularly to ensure Shutdown Plan is optimized.
- Stewards construction objectives, regulatory compliance, cost and schedule and quality.
- Ensures proper management controls (invoicing, procurement activities) are maintained.
- Mentors and develops the capabilities of project engineers and construction personnel reporting to the position.
- Monitors effectiveness of Contractors Safety Programs and administers relevant Operations Management System (OMS) Elements and Expectations.
- Coordinates with Operations for effective joint participation and handover of facilities.
- Evaluates performance of contractors and contract-staff employees in ME.
- Stewardship responsibility for all construction AFEs for assigned projects.
- Coordinates with Engineering & Quality functions for post IFC work activities.
General
- Participate in project, site and interface meetings.
- Provide reports to Project Managers to ensure satisfactory communication and control.
- Keeps management appraised of Contractors' performance.
- Build discipline knowledge by leveraging expertise through technical networks, conferences and other industry forums.
- Raise and discuss key or critical issues with the VP Technical to develop effective solutions, using best practices and latest industry practices.
Knowledge
- A Bachelors' degree in any engineering discipline is required.
- Fully familiar with project and construction management practices including safety leadership, risk assessment and management, planning and scheduling, cost estimation and control, quality assurance and control, change management.
- Demonstrate an understanding of the full project cycle from concept development through to start-up.
- Demonstrate understanding of a staged gate project management system.
- Familiar with offshore transportation and installation and/or pipelay execution.
Experience
- Minimum 15 years experience oil & gas experience in project management, with at least 10 years in construction or fabrication, T&I and hook-up and commissioning, of which at least 3 years in brown-field construction.
- Experience of working as part of a multi discipline team for facilities projects and/or offshore development projects.
