Summary of Job Responsibilities – Corporate HSE Manager / Lead

  • HSE Policy & Compliance Management
  • Develop, communicate, and update HSE policies to ensure regulatory compliance.
  • Standardize and oversee the implementation of HIRARC (Hazard Identification, Risk Assessment, and Risk Control) & EAIA (Environmental Aspect & Impact Assessment).
  • Ensure compliance with legal requirements by maintaining and reviewing the HSE legal register.
  • HSE Audit, Performance & Risk Management
  • Conduct HSE audits, updates, and compliance reviews to ensure adherence to industry regulations.
  • Perform HSE performance analysis and reporting to drive continuous improvements.
  • Review current ERP (Emergency Response Plan) for HQ and all sites / subsidiaries, and verify its effectiveness.
  • HSE Competency Development & Culture Building
  • Plan and coordinate HSE competency development programs for employees and stakeholders.
  • Lead HSE awareness campaigns to foster a strong safety culture within the organization.
  • Conduct incident investigations and implement corrective actions to prevent recurrence.
  • Supplier & Contractor HSE Performance Review
  • Assess and monitor suppliers’ and contractors’ HSE performance to ensure compliance with organizational standards.
  • Conduct regular HSE-related contract reviews to align with legal and company requirements.
  • Regulatory & Stakeholder Engagement
  • Act as the primary liaison with DOSH, DOE, CIDB, MSOSH, and other certification bodies to ensure regulatory compliance.
  • Stay updated with local and international HSE laws and industry best practices.

QUALIFICATION:

Academic Qualification:

  • Bachelor’s Degree in Occupational Health & Safety (OHS), Environmental Science, Engineering, or a related field.
  • Master’s Degree (preferred) in HSE Management, Risk Management, or Business Administration.

Professional Certifications (Preferred/Required):

  • Registered Safety & Health Officer (SHO) with DOSH (NIOSH Certification)Mandatory for Malaysia
  • ISO 45001:2018 Lead Auditor (Occupational Health & Safety Management System)
  • ISO 14001:2015 Lead Auditor (Environmental Management System)
  • Certified HSE Practitioner (e.g., NEBOSH, IOSH, OSHA 30/OSHA 40)
  • First Aid, Fire Safety, or Emergency Response certifications (preferred)

Work Experience:

  • Minimum 10 years of total working experience, with majority in HSE management, risk assessment, audits, and compliance.
  • Strong background in developing and implementing HSE policies, ERP plans, and incident investigations.
  • Experience in HSE audits, supplier & contractor safety evaluations, and legal compliance.
  • Hands-on experience in liaising with regulatory bodies (DOSH, DOE, CIDB, MSOSH, etc.).
  • Prior leadership or managerial experience in HSE-related roles is mandatory.
  • Experience in Oil & Gas Industries is preferred.

Key Skills & Competencies:

  • Strong knowledge of OSHA, ISO 45001, ISO 14001, and HSE regulatory frameworks.
  • Expertise in HIRARC, EAIA, and emergency response planning.
  • Excellent leadership, communication, and stakeholder management skills.
  • Ability to analyze HSE performance data and drive continuous improvement initiatives.
  • Proficiency in incident investigation, risk mitigation, and root cause analysis (RCA).
