Safety Officer (Green Book)

Role and Responsibilities Regulatory Compliance Ensure compliance with DOSH (JKKP) regulations, OSHA 1994, FMA 1967, and other relevant laws. Maintain and update HSE documentation, permits, and licenses as required. Liaise with DOSH, DOE, BOMBA, and other regulatory authorities for audits and inspections. Site Safety Management Conduct daily site inspections to identify hazards and enforce safety rules. Ensure Permit to Work (PTW) systems are in place and properly implemented. Enforce Lockout-Tagout (LOTO), confined space, and hot work procedures. Manage the safety of high-voltage electrical works, HVAC systems, and fire suppression systems. Risk Assessment & Hazard Control Conduct Hazard Identification, Risk Assessment & Risk Control (HIRARC) and Job Safety Analysis (JSA). Develop and implement Emergency Response Plans (ERP) and evacuation procedures. Ensure proper handling and storage of chemicals, gas, and hazardous materials. Incident & Emergency Response Investigate accidents, near misses, and non-compliance issues and implement corrective actions. Conduct fire drills, emergency response training, and first aid programs. Maintain and inspect fire suppression, gas detection, and safety systems. Training & Awareness Conduct toolbox talks, safety inductions, and refresher training for workers and contractors. Promote a strong safety culture among all personnel on-site. Ensure workers and subcontractors follow PPE (Personal Protective Equipment) requirements. Documentation & Reporting Maintain HSE records, incident reports, safety meeting minutes, and audit reports. Prepare and submit monthly safety reports to management and authorities. Ensure compliance with ISO 45001 (OHSMS) and client-specific safety requirements. Coordination with Stakeholders Work closely with project managers, subcontractors, and safety committees. Ensure safety measures align with data center operations and maintenance protocols. Coordinate with EHS, security, and facility management teams Ad-Hoc Other Ad-hoc duties as assigned by the HOD. Qualifications and Education Requirements • Green Book Certified by DOSH Malaysia (JKKP) • Diploma/Degree in Occupational Safety & Health (OSH), Engineering, or equivalent • Minimum 3-5 years’ experience in construction, M&E, or data center environments • Strong knowledge of OSHA 1994, FMA 1967, UBBL, and EIA regulations • Experience in data center, MEP works, or high-voltage electrical safety is an advantage • Familiar with ISO 45001, PTW, LOTO, and emergency response procedures • Excellent communication, leadership, and problem-solving skills
