
Manager – Contracts & Procurement
Responsibilities:
1. To prepare commercial comparison and to ensure subcontract award within budget allocated.
2. Prepare tender/quotation recommendation and award approval and work order/letter of appointment.
3. To check and verify subcontractor’s payment recommendation certificate duly prepared by project Quantity Surveyor.
4. Prepare subcontractor’s payment recommendation.
5. Submit monthly claims to Client/Main Contractor.
6. To work with Finance & Accounts Department in monitoring and analyzing claims submission to clients and claims received from subcontractors.
7. To advise Project Manager for any contractual issues including drafting reply.
8. Accountable for the profitability of the projects undertaken by the department.
9. Oversee the effective selection and evaluation of subcontractors, giving particular emphasis to quality and environment requirements.
10. To lead and manage department’s daily operations
11. To ensure conduct and work is incompliance with ISO requirements and company’s policies/regulations/ procedures.
12. Oversee contractual matters pertaining to pre-contract and post-contract to sub-contractors.
13. Plan, organize, and control daily operations within delegated authority.
14. Implement purchasing policies to ensure value in procurement.
15. Oversee the procurement of goods and services, including supplier selection and administration.
16. Ensure technical specifications and commercial terms are communicated to vendors and included in contracts.
17. Negotiate with suppliers and supervise purchasing activities, including order processing and delivery follow-ups.
18. Manage variation orders and ensure communication with suppliers regarding any changes.
19. Verify quality and compliance of delivered goods before processing payments.
20. Maintain purchasing records and ensure compliance with legal requirements and environmental policies.
21. Evaluate suppliers based on quality and environmental standards, and negotiate terms for materials and equipment purchases.
22. Monitor market trends for cost competitiveness and manage import clearance and customs.
23. Uphold professionalism in all procurement transactions.
24. Ensure recommendations for procurement align with departmental SOP and carry out additional assignments as directed by management.
Requirements:
- Degree in Quantity Surveying or related discipline.
- 12 years of related working experiences with 2 years in managerial role.
- Knowledgeable in cost estimate and construction contract.
- Strong negotiation, communication, and interpersonal skills.
- Skill in designing and enhancing contracts SOP.
- Strong market awareness of water/waste water industry construction costing is an advantage.

Pay: RM9,000.00 - RM12,000.00 per month
