• Responsible on COMPANY HSE practice compliance at site • Responsible for managing safety at site during work execution related but not limited to civil works related scope, mechanical work-related scopes, inspections and all scope of work performed to deliver the project completion i.e. lifting operations which include heavy and critical lifting, loading and un-loading material, machineries & equipment operational and all Project’s associated activities • Responsible for managing safety on working at height such as working on steep slopes, edge of trench, edge of pit, temporary platform, permanent structures, scaffold platform, pipe racks, use of sky lift, building construction, etc. • Responsible for managing safety on transportation machinery and heavy equipment using prime movers, trailers, lorry / pick-up truck • Responsible for managing safety at work site i.e. confine space, controlled-confine space, trench, pit sewage, open spaced etc. • Responsible for safety management of jungle clearing and tree felling, grading and trenching activities using bulldozer and excavator • Plan / coordinate /conduct Behavioral Safety training to site staff and Contractors’ personnel • Give feedback and assist on planning of Project’s yearly HSE KPIs, Objectives, Targets and Initiatives • Give feedback and assist on planning and coordinate on site HSE Promotional, Briefing and Enforcement Program • Provide input on updating the Company’s HSE Management System (HSEMS) - manual, procedures and instructions, Job Method Statement, Job Hazard Analysis, based on site updates and relevance • Secretary / Team Member to site HSE Committee • To analyze overall Site HSE Performance Statistics and recommend corrective and preventive actions to improve performance • To prepare incident notification report (INF) and conduct site incident investigation • Update and analyze Near Miss Incident Report, Unsafe Act & Unsafe Condition (UAUC) and High Potential Incident (HiPo) • Conduct briefing on HSE roles & responsibilities of worksite supervision for EPCC Contractors personnel, Work Inspectors & Supervisors • Plan and coordinate with HSE Manager to ensure those trainings identified as priority 1 (P1) in the HSE training matrix are completed on schedule • Participate in preparation and review of Hazard & Effect Register (HER), Job Method Statement (JMS/MOS), Risk Assessment and JHA/JSA for all project activities and other HSE critical activities • Participate in project’s pre-job meeting and any other meeting conducted by site team • Ensure Compliance with Project Legal Register and coordinate with relevant authorities • Prepare Monthly HSE Performance Report for respective package • Communicate and enforce rules on zero tolerance on non-compliance to HSE requirements and report ZETO Non-Conformance accordingly JOB DESCRIPTION • Coordinate and conduct Site HSE audits & Inspection with Contractor’s personnel on compliance with PTW system, Machinery & Equipment, and identify all work-related and environmental hazards • Ensure HSE audit findings are closed within the agreed time frames • Participate in organizing the site emergency drill exercise with Contractors • Assist in the review of HSEMS systems (e.g. update of HSE performance in Site HSE Committee meeting) • Assist in planning and coordination of safety promotion program with the appropriate departments / action parties / contractors
