Role of the Position
The Executive for Access will play a pivotal role in shaping and executing market access strategies for Malaysia. This individual will support formulary submissions, assist in the development of pricing strategies, and collaborate with cross-functional teams to ensure timely and sustainable access to innovative treatments. The role requires a good understanding of healthcare systems, payer requirements, and patient advocacy to drive value-based solutions for patients, healthcare providers, and payers.
Primary Objective
- Assist to develop compelling value proposition and tactical plan aligned with strong clinical, economic and humanistic value and evidence to support formulary listings / indications expansion taking payers’ perspective into consideration.
- Support the development of innovative pricing and reimbursement strategies to engage with payers and government bodies to facilitate favorable reimbursement and tender outcomes.
- Support the process for development of recommendations about strategic responses to the external economic, regulatory, legal, and political environments.
- Support the preparation and submission of health technology assessment dossiers to relevant authorities, ensuring compliance with local guidelines and timelines.
- Respond to inquiries and address challenges raised by stakeholders with a strategic approach, navigating complex negotiations to secure favorable reimbursement and tender outcomes.
- Assist in the development wider influencing and communication of policies between our company, MOH and other key national stakeholders.
- Develop a strong network of government contacts that can positively influence the outcome of the healthcare policy and access in Malaysia.

Key Accountabilities
- Support the development of value proposition and pricing strategy tailored to local healthcare systems and stakeholders to support public reimbursement.
- Assist in the formulation of strategy and action to explore and unlock alternative funding along the treatment continuum.
- Map and engage relevant stakeholders along the healthcare ecosystem to shape for sustainable access pathway.
- Support the development of and tailor stakeholders’ specific strategy and value messages.
- Gather market intelligence on evolving healthcare landscape including from payers’ perspective.
- Collaborate cross-functionally to develop and execute local value and access strategy considering disease burden, unmet medical need, clinical / treatment pathway, current standard of care etc.
- Assess and evaluate local data gap and generate health economics evidence in support of dossier, budget implications / cost-effectiveness preparation for formulary listings / indications expansion.
- Understand pricing strategies and support business case development to optimize access via scenario analysis as well as opportunity / risk assessment.
- Support public affairs, policy shaping and patient advocacy initiatives. Shape, identify and monitor tender opportunities in public sector.
- Support tender process governance in accordance with SOP. Assess and analyze tender opportunity and risk to inform commercial and engagement strategy.
- Support negotiation with access and tendering stakeholders with tailored value proposition.
Knowledge, Skills and Experience
- A university degree in pharmacy, life science, public health, health economics and related subjects.
- Minimum of 1-2 years of relevant Market Access, Medical, Key Account Management, Sales and/or Marketing experience in the Malaysia pharmaceutical industry will be an advantage.
- Good understanding of the market access, commercial and health technology assessment principles underpinning the Malaysia healthcare system.
- Experience in stakeholder management and strong presentation and communication skills in English (both verbal and written).
- Strategic, analytical, and value-based thinking, with the ability to prioritize and implement actionable plans.
- Pro-active, entrepreneurial mindset with strong negotiation skills and a customer-oriented approach.
- Strong teamwork & collaborative approach operating in a matrix environment with good interpersonal, problem solving and conflict management skills.
