Global Risk is a thriving and expert risk management function supporting HSBC globally with all aspects of risk management. The team actively manages a varied and dynamic range of risk types, including security, fraud, information security, operational, credit, pension, insurance, compliance, regulatory, market, reputation and geopolitical risks. All parts of the Global Risk team use their skills, insight and integrity to handle established threats and those they see emerging, acting to protect and enable HSBC to deliver sustainable growth.
We are currently seeking an experienced professional to join our team in the role of Head, Regulatory Compliance Digital Business Services and Global Functions.
Role Purpose
The Head, Regulatory Compliance Digital Business Services and Global Functions is a key strategic risk management role that is responsible for ensuring that HSBC’s operations in Digital Business Services and the Global Functions in HSBC Malaysia are effective in identifying, managing and mitigating Regulatory Compliance risks and ensuring timely advice is provided to DBS & GFs. “HSBC Malaysia” includes HSBC Bank Malaysia Berhad, HSBC Amanah Malaysia Berhad, HSBC (Malaysia) Trustee Berhad, The Hongkong and Shanghai Banking Corporation Limited, Offshore Banking Unit, Labuan and HSBC Corporate Advisory (Malaysia) Sdn Bhd.
Principal Responsibilities:
- Fostering a positive culture of compliance by working proactively with DBS and the Global Functions and other Compliance professionals to ensure that best practices are followed in accordance with the applicable laws and regulations and internal policy.
- Carry out impact analysis and advice on regulatory change.
- Provide Regulatory Compliance support, advice and guidance to DBS and the Global Functions in order to ensure clear understanding of compliance risk exposure with respect to clients, transactions, products and initiatives.
- Provide Regulatory Compliance support, advice and guidance to DBS and the Global Functions in order to ensure clear understanding of compliance risk exposure with respect to clients, transactions, products and initiatives.
- Manage the relationship with relevant regulators on behalf of DBS and the Global Functions.
- Be responsible for second line governance of Regulatory Compliance risks exposures, providing analysis, reporting and governance to DBS and the Global Functions that is independent of the first line of defence, thereby maintaining an objective assessment of risk exposure.
- Exercise risk steward challenge, act as independent trusted advisory in governance forums, issue management, fostering a compliance culture and optimizing relations with risk owners and control owners.
- Represent the Regulatory Compliance agenda up to the highest levels of HSBC Malaysia’s governance, including being an attendee (as required) at relevant governance Committees within DBS and the Global Functions, to report on progress and issues in relation to the operational effectiveness of HSBC’s policies, processes, systems and controls in countering Regulatory Compliance risks.
- Lead the DBS & GF Regulatory Compliance team, establishing guiding principles and strategic operational objectives, ensuring that the team is fit for purpose and effective.
- Drive coordination, implementation and execution of the various entity-level Regulatory Compliance programmes and policies in Malaysia.
- Support the Group RC’s strategy by identifying, informing and advising Senior Management of any developing issue and trends that may impact or be relevant to the Group’s management of RC risk.
- Ensuring effective Regulator Compliance input to the governance and reporting processes operated by DBS and the Global Functions.
- Establish management and administrative procedures and processes for Regulatory Compliance, to ensure adherence to policies and manage operational risk, with due consideration to both HSBC and area or Global/Regional/Country activities.
Experience
- Significant risk, compliance or regulatory experience across business lines or functions, or with experience in HSBC predominant business lines or functions.
- Significant experience of working with a wide range of stakeholders, including senior management at HSBC and senior external contacts.
- Significant experience of HSBC Group structure, its business and personnel and a strong understanding of HSBC’s corporate culture.

- Deep understanding of:
- Regulators and their agenda / approach
- Regulations as applicable to the bank
- HSBC organisation and governance structures;
- Design and coordination of processes; and
- Stakeholder management.

- Excellent time and project management skills, including the ability to handle multiple outputs simultaneously.

- Ability to distil complex regulatory requirements and communicate them effectively to stakeholders.
Qualifications
- Typically, qualifications would include an undergraduate or post-graduate degree in Business Administration, Finance or a related field, or a legal or accounting professional qualification.
