Vice President of Human Capital
Job Description:
The Vice President of Human Capital will be a strategic leader responsible for shaping and executing human capital strategies that support the company’s objectives. This role requires a professional with expertise in talent management, organizational development, and employee relations, with a focus on the unique challenges and opportunities within the railway industry. The VP of Human Capital will work closely with the executive team to enhance organizational effectiveness, drive employee engagement, and cultivate a high-performance culture.
Key Responsibilities:
Strategic Leadership:
- Develop and implement a human capital strategy that aligns with the company's strategic goals and industry-specific needs.
- Partner with the executive team to drive organizational change and support business growth through effective talent management and organizational development.
- Oversee the creation and implementation of HR policies and procedures tailored to the railway sector and broader organizational objectives.
- Design and implement an HR structure tailored to the needs of the railway sector, ensuring the department meets organizational expectations and enhances efficiency.
- Serve as a key advisor to the CEO and executive team on HR matters and organizational issues.
Talent Management:
- Oversee recruitment, selection and onboarding processes to attract and retain top talent within the railway industry.
- Design and implement employee development programs, succession planning, and career development initiatives.
- Foster a high-performance culture through effective performance management and recognition programs, tailored to the unique demands of the railway sector.
- Review and introduce new approaches to performance management, including robust performance management cycles.
- Develop and implement talent development programs focused on skills required for organization and management.
Organizational Development:
- Drive organizational effectiveness through change management, leadership development, and team building initiatives.
- Oversee organizational design and development initiatives to improve effectiveness and align with industry standards and regulatory requirements.
- Implement and manage employee recognition and reward programs.
Communication and Collaboration:
- Develop and maintain strong relationships with key stakeholders, including employees, executive leadership, government agencies, regulatory bodies, and industry associations.
- Act as a liaison between the organization and external partners to ensure alignment on HR initiatives and practices.
- Manage stakeholder expectations and address concerns effectively to support organizational goals.
- Foster strong relationships with internal and external stakeholders, including employees, unions, and regulatory bodies.
Additional Responsibilities:
- Introduce and develop an HR Dashboard to provide management with monthly updates and insights for informed decision-making.
- Review and refine HR policies and processes, ensuring they are effective and compliant with industry regulations and best practices.
- Negotiate and review employee insurance plans, leading initiatives to achieve cost reductions and enhance benefits, including obtaining Board approval for Group Term Life Insurance coverage.
- Develop and implement policies and procedures to ensure fairness, equity, and compliance with legal requirements.
- Promote a culture of diversity, equity, and inclusion, aligning with the company’s values and industry standards.
- Lead and mentor the Human Capital team, ensuring high levels of performance and professional development.
- Manage the Human Capital budget and resources to effectively support strategic initiatives and operational needs.
Qualification:
- Minimum of 15 years of experience in human resources, with at least 5 years in a senior leadership role, preferably within the railway or infrastructure sector.
- Bachelor’s degree in Human Resources, Business Administration, or a related field. MBA or advanced degree preferred.
- Excellent communication and presentation skills, problem solving capability and design skills
- Good at stakeholder management
- Strong strategic thinking and leadership skills, with experience in the railway industry being highly advantageous.
- Proven track record in talent management, organizational development, and employee relations within a complex and regulated environment.
- Demonstrated ability to design and implement HR structures and dashboards.
- Excellent communication, negotiation, and interpersonal skills.
- Ability to influence and build relationships with senior executives and other key stakeholders.
- Strong analytical and problem-solving abilities.
Job Types: Full-time, Permanent
Pay: RM15,000.00 - RM19,000.00 per month
