Assistant Vice President (AVP) – Land
The AVP Land is responsible for leading, coordinating, and executing strategic and operational functions related to land reservation, acquisition, gazettement, and record management in line with national railway development initiatives. This role plays a key part in ensuring the legal and administrative readiness of railway land assets, contributing to the long-term infrastructure goals of RAC and the Ministry of Transport.
Key Responsibilities:Gazettement Coordination
- Lead and coordinate the end-to-end process for the gazettement of railway reserve land until completion, ensuring compliance with legal and regulatory requirements.
Project Support & Technical Coordination
- Support and synchronize activities related to LiDAR projects in the preparation of Pre-Compilation Plans (Pre-Com) and gazettement processes, specifically for railway reserve lands in the state of Pahang.
Licensed Land Surveyor Management
- Oversee the process of appointing Licensed Land Surveyors (JTB) for the preparation of pre-com plans for gazettement purposes.
Revocation of Gazette for Ownership Conversion
- Coordinate the process for the revocation of railway land gazettes to facilitate land ownership conversion (alienation to rightful ownership).
Land Revaluation for RAILS Registration
- Oversee periodic revaluation of railway lands every five years to support the registration and maintenance of accurate records in the RAILS system.
Land Acquisition Research & Documentation
- Conduct official land searches for parcels involved in the Electrified Double Track Project (EDTP) and other MOT-led rail projects with unresolved gazettement issues.
Land Title Finalization & Gazettement
- Manage the finalization of residual land ownership and title extension tasks, including applications for gazettement under Section 62 of the National Land Code (KTN).
Un-Gazetted Land Coordination
- Coordinate gazettement efforts for railway reserve lands that remain un-gazetted.
Board Paper Preparation
- Prepare comprehensive board papers related to the gazettement of RAC land for submission to the RAC Board of Directors.
Records & Document Management
- Maintain and manage all gazettement records and supporting documents within the RAILS land management system.
Ad Hoc Duties
- Perform other related duties and assignments as directed by senior management from time to time.
Qualifications & Requirements:
- Bachelor’s Degree in Land Administration, Property Management, Urban Planning, or a related field.
- Minimum 7 years of relevant experience in land management
- Strong understanding of Malaysian land laws, especially National Land Code (KTN) and land gazettement processes.
- Familiarity with GIS, LiDAR data, and land information systems (e.g., RAILS).
- Excellent communication, stakeholder engagement, and project management skills.
- Able to work independently and manage multiple priorities under tight deadlines.

Pay: RM5,085.77 - RM9,000.00 per month
