Job Description We are seeking a highly skilled Development Engineer to join HENG CHANG CONSTRUCTION SDN BHD, bringing in-depth expertise in international construction methodologies, standards, and market dynamics. This role is specifically designed for a candidate with substantial global exposure who can effectively bridge technical, strategic, and cultural gaps between our Malaysian operations and international partners, suppliers, and investors. As part of HENG CHANG’s ongoing growth strategy to strengthen regional infrastructure development and cultivate strategic alliances with foreign construction firms and stakeholders, the selected candidate will play a critical role in ensuring cross-border alignment, operational efficiency, and the transfer of global best practices. Their contributions will be central to supporting the company’s expansion into international-standard projects and enhancing collaboration with foreign counterparts. Job Duties/Responsibilities 1)Lead the planning, design, and execution of construction development projects, ensuring alignment with both local and international engineering standards. 2)Evaluate project feasibility, including cost estimation, technical risks, and resource planning. 3)Act as a liaison between HENG CHANG and foreign partners, contractors, consultants, and suppliers to ensure seamless communication, technical alignment, and cultural understanding. 4)Support negotiations and coordination with international stakeholders in projects involving foreign technology, expertise, or funding 5)Analyze and integrate international construction practices, materials, and technologies into the company's operational framework. 6)Provide recommendations for adapting foreign engineering designs and processes to suit Malaysian regulatory and environmental conditions. 7)Assist senior management in formulating business strategies for market expansion, especially those involving foreign investments or joint ventures. 8)Monitor global construction trends and identify opportunities for innovation and strategic partnerships. 9)Ensure all development works comply with Malaysian construction laws and regulations while also considering foreign compliance requirements when collaborating internationally. 10)Prepare documentation and reports for authorities, investors, and international project partners. 11)Promote operational efficiency by streamlining workflows and implementing engineering process improvements drawn from international exposure. 12)Facilitate training and knowledge sharing to up-skill local staff in international standards and technologies 13)Source and evaluate international suppliers and construction technologies; assist in procurement decisions involving imported materials or equipment. 14)Build and maintain relationships with global vendors and partners to ensure project quality and timely delivery.
