Recruitment & Staffing:

Develop and implement effective recruitment strategies to meet the factory’s manpower needs.

Maintain and update workforce planning and headcount reports.

Employee Relations & Performance Management:

Handle employee relations issues, ensuring a positive work environment.

Address disciplinary matters in accordance with company policies and labor laws.

HR Policy & Compliance:

Develop, update, and implement HR policies and procedures in line with labor regulations.

Ensure compliance with local labor laws, occupational health and safety standards.

Training & Development:

Identify training needs and coordinate internal and external training programs.

Administrative Management:

Oversee general office and factory administration including security, cleaning, maintenance, and utilities.

Manage company assets, office supplies, and facility management activities.

Supervise administrative staff and ensure efficient office operations.

Attendance & Payroll Coordination:

Monitor attendance, leave records, and ensure accurate data for payroll processing.

Coordinate with the finance department for timely and accurate salary disbursement.

Regulatory Compliance & Government Liaison:

Act as the main liaison with external regulatory authorities including the Environment Department, Safety Department, Fire Department, and Municipal Council.

Coordinate inspections, certifications, and renewals related to business operations and facilities.

Education & Qualifications:

Bachelor’s diploma or above in Human Resources Management, Business Administration, or related field.

Professional HR certification

Experience:

Minimum 6 years of relevant working experience in HR and administration, with at least 2 years in a managerial or supervisory role.

Experience in a manufacturing or industrial environment is preferred.

Knowledge & Skills:

Solid understanding of HR functions including recruitment, performance management, labor law, employee relations, and training.

Knowledge of workplace safety, environmental regulations, and government procedures related to fire safety and municipal compliance.

Strong communication and interpersonal skills; able to interact effectively with employees at all levels and external government authorities.

Good organizational and time management skills; able to handle multiple tasks and meet deadlines.

High level of integrity, professionalism, and confidentiality.

Language & Computer Skills:

Proficiency in English, Mandarin and Malay.

Proficient in Microsoft Office (Excel, Word, PowerPoint) and HR management systems/software.

Other Requirements:

Strong leadership and problem-solving abilities.

Ability to work independently with minimal supervision.

Willing to work on-site at the factory and occasionally travel to government offices or related sites.
