Contract & Proposal Manager – Oil & Gas Services

Role Overview

We are seeking a highly experienced Contract & Proposal Manager to lead our contract lifecycle and tendering activities. This role involves direct interaction with clients, internal teams (Ops, HR, Finance), and regulatory authorities to ensure successful execution of contracts, tenders, and proposal submissions—especially for NDT, Manpower Supply, and TPI services.

The ideal candidate is commercially savvy, detail-oriented, a strong communicator, and able to lead a team, manage deadlines, and support business growth across multiple regions. Immediate or short notice availability is preferred.

Key Responsibilities

i) Contracts Management

  • Serve as the main point of contact for contracts and proposals, lead and mentor a proposal team.
  • Maintain complete audit trails for contracts, amendments, and correspondence.
  • Ensure compliance with all clients, legal, and regulatory requirements (e.g., Petronas, TNB, CIDB).
  • Evaluate and mitigate risks in tenders and contractual documents.
  • Liaise with clients on issues related to POs, terms, and clarifications.
  • Coordinate renewals for licenses and permits with HR and Finance (MOF, CIDB, etc.).
  • Manage insurance documentation (e.g., Workmen Compensation, General Liability, Project Insurance).

ii) Proposal Development

  • Analyze RFQs, RFPs, and ITBs to prepare high-quality technical and commercial proposals.
  • Develop pre-costing frameworks and revise proposal strategies as per client scope.
  • Generate quotations for both prospective and existing clients.
  • Participate in tender briefings, technical clarifications, and client kick-off meetings.

iii) Costing & Financial Oversight

  • Prepare cost baselines with input from Finance and HR; update periodically (biannually or annually).
  • Set up internal service orders and pricing models to ensure gross profit (GP) margin health.

iv) Communication & Reporting

  • Distribute contract updates to relevant internal teams and schedule project coordination meetings.
  • Prepare summary reports and presentations for executive leadership.

Required Skills & Qualifications

  • Bachelor's degree in engineering, Business, or a related field.
  • Minimum 5 years of experience in contracts and proposals, preferably in the Oil & Gas providing technical services.
  • Proven experience managing proposals related to NDT, TPI, or Manpower Supply contracts.
  • Strong team leadership and stakeholder engagement skills.
  • Excellent knowledge of commercial and legal frameworks for regional tenders.
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Excellent written and verbal communication skills in Bahasa Malaysia and English.

Job Type: Permanent

Pay: RM7,000.00 - RM12,000.00 per month
