The Lead of Treasury Operations, Payment & Settlement collaborates with various internal and external teams, including regulators (BNM and PayNet), Treasury, Finance, Product, Risk, Compliance, and Customer Service, to ensure the Bank's compliance with internal controls and local regulatory requirements.

Treasury Operations:

  • Accurate and timely settlement of money market, fixed income, and other treasury transactions in the Treasury Management System (TMS).
  • Embed internal controls checking in the TMS.
  • Automation of treasury settlement and payment process (i.e. TMS vs RENTAS).
  • Verification of treasury MoneyMarket, Fixed Income, and the data/report sent to Bank Negara Malaysia are accurate and timely.
  • Approver roles for treasury transactions in TMS.
  • Manage audit queries for all transactions pertaining to treasury front and back-office operations.
  • Monitor compliance of all treasury activities relative to policies and market best practices.
  • Confirmation of bank’s treasury deals (including confirmation matching) and settlement processes.
  • Participate in testing and supporting the implementation of the TMS.
  • Assist with the treasury function’s audit process for both internal and external audits including liaisons on audit follow-up points.
  • Liaising with counterparties to process all front-office treasury activities including handling any queries arising after deal execution.
  • Communicating with counterparties and other functions within the Bank to solve ad hoc problems arising from treasury transactions as and when required.
  • Ensure no recurrence of internal, external, and BNM audit findings.
  • Develop and implement policies, procedures, and controls to ensure compliance with related internal controls and external regulations.
  • Keep abreast of relevant new industry best-market practices that are related to Treasury transactions.

Payment & Settlement

  • Manage and facilitate payment operations processing and management for RENTAS/interbank settlements and reconciliations.
  • Manage and facilitate payment operations processing and management for Retail Payment Platform (RPP) products settlements and reconciliations.
  • Resolve variances and disputes related to RENTAS accurately and in a timely manner.
  • Manage RPP daily operations activities which include managing disputes, fund recovery, reconciliation, and ensuring compliance with all PayNet’s report submissions requirements.
  • Approver roles for RENTAS transactions.
  • RENTAS cash and securities reconciliation.
  • Good knowledge of accounting entries related to RPP and RENTAS transactions.
  • Ensure all RENTAS and RPP transactions are correctly posted to the GL system.
  • Constant and effective communication with stakeholders i.e. Treasury and Finance to ensure RENTAS balance is at an adequate level to cater for daily settlement needs.
  • Provide inputs into payment system design.
  • Develop and implement policies, procedures, and controls to ensure compliance with related internal and local regulatory requirements.
  • Participate in testing and supporting the implementation of the payment-related systems: PaymenZ RENTAS, RBG, PaymenZ RPP, Back-Office Portal, Core Banking System, etc.
  • Adhere to processing KPIs, SLAs and be compliant with internal controls and external regulations.
  • Ensure adherence to BNM policies and apply sound judgment on conduct and business practices.

  • Keep abreast and awareness of relevant new industry best-market practices that are related to payment & settlement operations.

Job Requirements & Criteria:

  • Bachelor's degree in Banking/Finance/Accountancy/Business Management or equivalent.
  • At least 7 years of experience working in a treasury operations/settlement function preferably in the financial services industry with at least 3 years of working experience at the managerial level.
  • At least 7 years of experience working in a RENTAS operations/settlement function preferably in the financial services industry with at least 3 years of working experience at the managerial level.
  • At least 7 years of experience working in PayNet’s retail payment and digital banking operations/settlement function preferably in the financial services industry with at least 3 years of working experience at the managerial level.
  • In-depth knowledge and experience working with Treasury Management System (TMS).
  • In-depth knowledge and experience working with RENTAS-related payment systems.
  • In-depth knowledge and experience working with PayNet’s-related payment systems and channels.
  • Excellent analytical and problem-solving skills with the ability to assess and manage operational risks.
  • Effective communication and interpersonal skills to collaborate with various stakeholders.
  • Detail-oriented with a high level of integrity and discretion in handling sensitive and confidential information.
  • Ability to stay updated with evolving treasury and payment trends and changes to the industry and other relevant regulations in Malaysia.
