Key Accountabilities

  1. Prepare for contract strategies, tender plan and ITB package of services and procurement contract for drilling operations in consultation with the relevant groups and in compliance with recognized industry standards and regulator's guidelines.
  2. To fully review and understand terms and conditions of contracts and update them for tender execution as and when required in cost effective manner and with HSE point of view.
  3. To be and administrative representative of Subsurface Department to the relevant internal sections/groups and to the bidders/contractors for the activities related to tendering and contracting.
  4. Track, monitor and follow up all the tender progress and report to Drilling manager when necessary to complete the tender process within the deadline. Consolidate, capture and verify all technical information and disseminate them to the various drilling engineers in the projects team to ensure everybody is well-updated on technologies for drilling activities.
  5. To expedite the tender process in collaboration with Procurement Department to achieve timely procurement of contracts.
  6. To verify the invoices received from contractors and to follow up any dispute amount.
  7. To lead post award contract activities as and when necessary, including but not limited to communication with contractors, dispute resolution, changes to contract etc.
  8. To review and process Purchase Requisitions to meet user's requirement and promptly initiate the tender process.
  9. To consolidate Lessons Learnt throughout the campaign related to contracting matters and report to NIPPON managements.

Qualifications, Skills & Knowledge

  1. Bachelor degree (Law, Business Administration, Economics, SCM or similar)
  2. Minimum 10 years of diverse work experiences in Malaysian Oil & Gas industry
  3. Experience and Knowledge of Petronas procurement standards (PPS) and governance in Malaysia
  4. Experience in working in Operator company (PAC)
  5. Strong facilitation skills over the different departments, disciplines.
  6. Experience in Contract Executive/Contract Analyst in Oil & Gas industry
  7. Experience in working in user departments (such as Drilling, Well, Completion department) to handle procurement, contract
  8. Experience in legal field or dispute settlement in Oil & Gas industry
  9. Knowledge of basic understanding of engineering in Oil & Gas field (especially Drilling and Completion)
  10. Self motivated and good interpersonal and communication skills.
  11. Strong ownership mind on schedule, progress.
