JOB PURPOSE

The Director of Property Management is responsible for driving strategic property management initiatives, facilities and building management, as well as oversight of daily operations across the multifamily portfolio of properties under the Taylor’s Education Group. The incumbent is expected to exercise leadership responsibility with a strategic business view in discharging his/her duties. Among the main tasks include creation of continuous improvement initiatives to promote operational efficiency and cost savings, prepare annual operations budget and exercise budgetary controls, conduct risk assessment of processes and introduce measures to manage the identified risks, review and revise Policies and Procedures to ensure they are reflective of industry best practices and compatible with our business models.

OUTCOME MEASUREMENTS

  • Conceptualise, propose and drive strategic initiatives to improve operations efficiency and/or reduce operating costs
  • Advise Senior Management on industry best practices which are pragmatic and adaptable in our operating environment

KEY RESULT AREAS / RESPONSIBILITIES

  • Monitor the submissions to local authorities and statutory approvals to meet project timeline and completion deadlines
  • Ensure testing & commissioning is done thoroughly and results verified by consultants
  • Maintain a full set of records for the projects
  • Ensure as-built drawings, Operations & Maintenance manuals, warranties and statutory approvals (drawings, etc.) are received, reviewed and archived
  • Ensure records are kept for statutory compliance, future reference, audit, etc.

Facilities and Building Management

  • Develop a medium to long term strategic plan and lead in the transformation of the Company’s property management services into a world-class facilities management service provider for both internal and external customers
  • Advise and provide guidance with execution of Policies and Procedures concerning Security, EHS, M&E, landscaping and risk management
  • Oversee the Planned Preventive Maintenance (PPM) program covering all properties
  • Provide monthly report on overall operations and physical condition of the properties
  • Provide advice and guidance to Central Purchasing Department (CPD) on shortlisting the vendors and to ensure the quality and cost is within specification

Operations Budgeting

  • Lead the preparation of yearly departmental budget with the objective to maximise property value by implementing proper operating and capital expenditure control system
  • Prepare and review monthly property management report which include tracking of actual operating expenses vis-à-vis approved budget

Policies and Procedures

  • Ensure strict adherence with the Company’s and local authority requirements, policies and procedures
  • Establish and review Policies and Procedures to ensure continuous operational improvement as well as in meeting of the standards required by authorities or stakeholders
  • Provide training to internal staff members on the established Policies and Procedures to ensure orderly, efficient workflow.

MINIMUM QUALIFICATION

  • Master or Bachelor’s degree in Engineering / Facilities Management/ Real Estate Management or equivalent with minimum of 10 years of relevant working experience in Property, Building and Facilities Management.

RELATED EXPERIENCE

  • Solid background of experience and an impressive track record of innovation and attainment of goals in complex organizations, especially in a global enterprise environment and matrix organizations.
  • Experience in directing and managing within a dynamic and challenging environment, working inclusively through people in a multi-cultural environment to achieve shared objectives.
  • Proficient in leveraging digital tools for stakeholder reporting, including Power BI, Microsoft applications, and the administration of Building Automation Systems (BAS)
