Job Summary

Primary responsibility will be to oversee and manage the recruitment functions and processes within the group, including the management of the manpower budget., and to play a pivotal role in attracting and retaining talent to meet the company’s goals and needs. This position will report to Acting Head of Group Human Resources.

Key Responsibilities

  • Manpower budget management: Collaborate with stakeholders, or hiring managers to develop and manage the manpower budget for the organisation. Ensure adherence to the approved budget and monitor recruitment-related expenses throughout the year.
  • Recruitment strategy and planning: Develop recruitment strategies and plans that align with the approved manpower budget. Work closely with hiring managers and department heads to understand their staffing needs and design cost-effective recruitment solutions.
  • Cost control and optimisation: Implement strategies to optimise recruitment costs while ensuring the acquisition of high-quality talent. Identify areas where cost savings can be achieved, such as optimising recruitment channels, negotiating vendor contracts, and implementing efficient recruitment processes.
  • Vendor management: Oversee the utilisation of external recruitment agencies /head hunting services and other talent acquisition vendors within the approved budget.
  • Tracking and reporting: Establish robust tracking mechanisms to monitor recruitment expenses against the approved budget. Regularly analyse and report on recruitment costs, providing insights to senior management for informed decision-making.
  • Compliance and process adherence: Ensure adherence to all relevant recruitment laws, policies, and procedures. Implement best practices in recruitment and continuously enhance the recruitment process to streamline operations and improve efficiency.
  • Collaboration with stakeholders: Partner closely with hiring managers, department heads, and senior leaders to align recruitment plans with budgetary constraints. Provide guidance on cost-effective recruitment strategies and foster open communication channels to manage expectations regarding the manpower budget.

Job Requirements

  • Bachelor’s degree in Human Resources / Business Administration, or a related field or equivalent experience. Master’s degree in a related field is a plus.
  • Extensive experience in recruitment, including a minimum of 5 years and above in a leadership or managerial role, preferably within a manufacturing or industrial environment.
  • Strong knowledge of recruitment best practices, talent acquisition strategies, and sourcing techniques.
  • Excellent leadership and team management skills, with the ability to inspire and develop a high-performing recruitment team.
  • Exceptional interpersonal and communication skills, both written and verbal, with the ability to build relationships with stakeholders at all levels.
  • Analytical mindset with the ability to leverage recruitment metrics and data to drive insights and decision-making.
  • Knowledge of applicant tracking systems (ATS) and other recruitment software.
  • Up-to-date understanding of relevant employment laws and regulations.
  • Able to cope in a high intensity and fast paced work environment.
  • Proficiency in Google Docs and MS Office suite (Word, Excel, PowerPoint) and other relevant software applications.
