Location: Bayan Lepas, Penang

As the Facility Program Manager, this role is responsible for directly contributing to the IFM mobilization effort of the Client’s new state-of-the-art factory buildings in Penang. Ensuring the transition to a sustainable long-term facility operations through managing and supporting our staff and the client in the provision of comprehensive IFM services and small projects. The focus is on mobilization to operational steady state targeting continuous improvement and standardization ensuring compliance with the applicable laws and regulatory bodies, along with conformance to Standard Operating Procedures, specifications, and H&S requirements. As such, you must be a dynamic, experienced and proactive leader to structure and coordinate multiple workstreams for project mobilization requirements and strive to achieve best practices in order to drive the desired outcomes as part of the regional effort to deliver account SLAs and KPIs.

Facility Mobilization and Operation Management

  • Establish and implement the mobilization pathway for IFM integration into the new facilities.
  • Develop strategies and procedures to keep track of project implementation milestones and performance measures to ensure timeliness and robustness to plan.
  • Plan, schedule and deploy resources in the mobilization effort and support the T&C and asset validation of ‘as built’ assets and systems with the client and General Contractor(s) (GC) as part of knowledge transfer and partnership to ensure a successful handover and the tracking of issues for ongoing services delivery.
  • Phase the deployment of resources into the operation according to the GC and client master plan; deliver training, documentation, SOPs for in-house and supply chain partners to align to for seamless integration.
  • Structure all documentation for accurate record of IFM project deliverables and receipt of required documents from the client, including review of Maximo (MMS) asset loading and respective PM schedules and Job Plans.
  • Effectively follow up, review, drive subordinates and response to client for any enquiries pertaining Pelican integration and sustaining.
  • Deliver high quality service execution for all hard and soft services under the IFM scope to effectively meet all desired outcomes on time and with a high level of traceability and transparency in reporting.
  • Implement comprehensive quality management programme for regional consistency and to minimize defects, re-work and risk of plant failure or interruption, with continuous quality improvement practices.
  • Interface directly with clients to identify and analyze critical needs, define problems, and develop specifications for solution process.
  • Plan and execute transformation and innovation projects focused on new technology development, evaluation, and application to both existing and emerging risks.
  • Implement Governance process at site level, leveraging functional teams and active collaboration with clients.
  • Drive efficient project planning, prioritization and change controls to optimize resources and meet deadlines according to adhoc project demand.
  • Develop, establish, and control the methods, procedures, and systems to increase overall effectiveness of facilities management, including detailed awareness of system capacity and workstation and track ongoing utilization.
  • Constantly engage and provide cost-effective and innovative solutions to minimize client cost, safety improvement or enhance existing efficiency, reduce workload, and implement automation process.
  • Establish strong working relationships with all with key stakeholders (Intel CS, Business Units, Project, IT, BES etc.) for successful completion and effective communication.
  • Develop strategies and implement the integration procedures including performance measures to ensure sustainability. Regional consistency will be of importance.

Risk Management

  • Implement risk management program which identifies major property risks including occupational health and safety, fire safety and essential services and environmental.
  • Ensure data integrity of all information and comply with the audit process periodically.
  • Develop disaster recovery and business continuity plan and ensure implementation.
  • Ensure escalation procedures are in place and observed for incident and problem reporting including advice to client, account teams, Regional Managers and insurance company.

Procurement and Vendor Management

  • Review Scope of Work for reliability improvement projects, incorporating feasibility, cost and risk assessment, and coordinate with Procurement for commercial due diligence.
  • Review site verifications, SoW clarification and technical assessment, and ensure process flow in accordance to supplier engagement guidelines and commercial process.
  • Review Purchase Order Requests, stakeholder approvals, ensuring timely billing or invoicing and closure.
  • Review contractor performance management programs in accordance to defined CPI/KPI deliverables.

Client Relationship

  • Evaluate service response time and analyse service request trends and suggestions. Ensure feedback from client sessions is recorded and action taken to the satisfaction of the end user.
  • Pro-actively develop and manage client or business unit relationships ensuring that the expected service levels are achieved. Lead by example and groom the team in achieving maximum client satisfaction level.
  • Ensure delivery of meaningful inputs across the functional in the development of monthly management reports.

  • Promote open, constructive and collaborative relations with clients, superiors, subordinates and peers
  • Build strong and successful strategic partnerships between client and JLL, on- and off the direct team

Required Qualifications:

  • Minimum Bachelor’s degree in Engineering, with 10 - 15 years’ experience in managing Facilities Engineering in Semiconductor (preferably Fab and/or Ultra Cleanroom environment)
  • Facility Management qualification
  • Project management qualification and demonstrable application in the field (PE, PMP, REEM accreditation would be advantageous).
  • IFM / FM service line mobilization experience
  • Knowledge of local occupational health and safety requirements, critical environment and facilities, and vendor management required.
  • In-depth technical knowledge in Reliability Cantered Engineering, System Testing and Commissioning, Engineering Design principles, Sustainable Energy, and facilities system operational philosophy, would be an added advantage
  • Experienced in performance-based service contracts and vendor management. Skilled in handling complex Engineering operations in High Volume Manufacturing plant.
