Telecommunication Outside Plant Project Manager

Job description:

The Outside plant Project Manager is responsible for all aspects of the Project Management of the Fibre Optic Telecom Network Construction including the design, planning, control and supervision required to provide communications links within the Malaysian network by the required dates. To ensure that the work on site is controlled and coordinated to ensure the construction program is adhered to in full, and that all completed works meet the design specifications and are of the highest quality.

Responsibilities:

• Pre-Consultation and Planning
• Coordination with the client's Network team to establish connectivity requirements.
• Initial consultations with Fiber Network Providers.
• Assessment of fiber network availability and suitability.
• Development of preliminary recommendations and requirements.
• Contracting and Procurement
• Facilitation of contracting process with selected telecom providers.
• Review Design and Specification
• Review design and specification of fiber network.
• Production of connectivity drawings using BIM/CAD capabilities if necessary.
• Deployment and Construction
• Coordination and management of project stakeholders.
• Periodic onsite visit of construction activities.
• Periodic site inspections by Project Engineers.
• Reporting on progress and addressing any issues.
• Testing and Commissioning
• Witnessing the Testing & Commissioning of the fiber network.
• Verification of compliance with specifications and standards.
• Addressing any discrepancies and ensuring quality assurance.
• Post-Deployment and Operations
• Reviewing post-deployment Operations & Maintenance activities conducted by the telecom provider.
• Providing recommendations for ongoing reliability and performance.

Requirements and skills:

• At least 5 years of project management experience with a Malaysia Telecommunications operator
• Must have hands on experience managing fiber optics pipeline build, and fibre optic cable installations (OSP + ISP)
• Ability to manage client expectation and maintain status documents for client projects throughout the project re: scope, budget, billing, schedules and timeframes.
• In depth knowledge and understanding of Malaysia’s government code of practice
• Prior experience working with local telecommunication authorities & carriers.
• Bachelor’s degree in Civil / Electrical/ Mechanical Engineering or a related field.
• PMP, CDCP are a plus.
• Experience in MS Project, Primavera, Fulcrum will be advantageous.

Others:

• Working hours from Monday through Friday 8:30am to 6:00pm at the site office in Johor, Malaysia.
• Other responsibilities as and when required by the manager.
• Ability to provide support during and outside regular business hours is required
