Position Title: Procurement Manager – Operations, Governance and Excellence

Division: Toll Corporate

Location: Penang, Malaysia

Business Unit: Toll Group Department: Group Procurement

Reports to (position): GM – Procurement IT, Indirect and Procurement Operations

OVERALL PURPOSE OF THE JOB

The role has primary responsibility for managing and optimizing procurement process within Toll. This role will be focusing on ensuring operational efficiency, driving procurement excellence as well as establishing governance structure to ensure compliance and effective risk management. This must be done in accordance with Company, Procurement and Supply Base Management instructions and procedures and support the strategic and operational objectives of the broader procurement services team, and carried out in line with Group ‘One Toll’ strategy.

ACCOUNTABILITIES

Leadership and Development

  • Lead and manage a team of procurement professionals providing guidance, mentorship and development opportunities
  • Foster a culture of high performance, collaboration and continuous improvement
  • Set clear performance objectives and ensure alignment with organisational goals.

Procurement Excellence

  • Lead initiatives to drive continuous improvement in procurement processes, policies and procedures including adoption of tools and best practices.
  • Develop and monitor KPIs to track supplier and Procurement team’s performance against Toll and Procurement’s strategy and priorities
  • Benchmark procurement systems, tools, processes against industry standards to ensure competitive and innovation.
  • Drive robust data analysis to identify opportunities for process improvement, cost improvement and risk mitigation.

Procurement Operations:

  • Manage end to end procurement operations including sourcing, purchasing and supplier management process.
  • Implement and maintain procurement policies and procedures to ensure effective and consistent procurement practices.
  • Co-ordinate with internal teams (finance, legal and others) to align procurement activities to business needs.

Governance and Compliance:

  • Ensure procurement activities comply with organizational policies and legal requirements and industry standards.
  • Establish governance frameworks to manage procurement risks and related category risk/s and take corrective actions as required.
  • Manage audits and reviews related to procurement, ensuring transparency, compliance and accountability.

Supplier Relationship Management:

  • Conduct regular supplier performance evaluations and partner with Category Management team to achieve optimal terms and conditions
  • Ongoing management of supplier relationships as it relates to nominated categories, ensuring any obligations and requirements agreed in commercial arrangements are being measured and managed on behalf of Toll

Technology and Systems:

  • Drive the implementation and management of procurement systems and tools to streamline operations and improve visibility.
  • Leverage data analytics and digital tools to enhance procurement decision making and reporting.
  • Ensure effective training and support for procurement teams on tools and systems.

PRIMARY RESPONSIBILITIES AND DECISIONS/ LEVEL OF AUTHORITY

  • Category performance against strategic targets
  • Lead market review, supplier selection and ultimate negotiations of supplier contracts
  • Where necessary develop, run and manage transparent sourcing exercises, negotiate and execute agreements with suppliers and effectively implement contracts.
  • Ensure all sourcing activity and projects undertaken is delivered on time and drive delivery of agreed savings/value targets from the projects
  • Coordinate the engagement of suppliers across projects and drive the ongoing improvement of spend purchasing.
  • Promote relationships to enhance communication, information exchange and understanding both internally the business and also with project suppliers.

PRE-REQUISITES:

In order to succeed in this role, it is expected that you will have:

Knowledge/Experience

  • 10+ Years’ experience in a procurement, supply chain management or related field with at least 3-5 years experience in a people leader role.
  • Excellent analytical skills with the ability to analyse complex data and make data driven decisions.
  • Understanding of and experience in managing / negotiations for the categories in scope.

Qualifications – Education and/or professional

  • Undergraduate tertiary qualification in a relevant discipline preferred (e.g. B. Bus)
  • Professional membership of relevant associations (e.g. CIPS)

  • Current Category Plans for the categories within scope of the role.
  • To implement and manage the procurement strategy/ plans for the categories within scope of the role.
  • Implement cost reductions / avoidance for preferred supplier compliance
  • Delivery of market review and contract award on time and within budget
  • Contractual services managed in accordance with contract performance indicators
  • Influence and manage multiple stakeholders to champion Toll’s procurement services (measured through survey)
  • Positive customer/stakeholders feedback including adequacy of communication and engagement (measured through survey results– 85% minimum)
