Primary Objective:
- Successfully deliver and operationalisation the AML CFT requirement and support uplift of RHB’s group wide AML/CFT reporting capabilites, includes the overarching operating model, people, processes and systems.
- Support RHB Group to meet regulatory commitments and achieve ‘standard practice’ by end of 2022.
Key Responsibilities:
Manage a team of 4, sections heads/specialist and coordinate with all the stakeholders within RHB.
- Support the Group Head of AML on AML CFT day to day issues, governance, RAS, Reporting & Risk Assessment outcomes, KCI & KRIs and secretariat function for AMLC.
- Responsible and monitor for RAS, Reporting Risk Assessment outcomes, KCI KRIs which involves;
- Monitor and Track RHB Group AML/CFT Risk Appetite (qualitative and quantitative statements) across BUs through AMLC and determine mitigation/remediation action plan to be communicated to GMC/BSC for BUs that breach on Risk Appetite Metrics, also monitor progress and action undertaken by BUs for subsequent updates to management (GMC/BSC).
- Monitor and track AML/CFT Risk monthly management reporting across group, and consolidation of reports for management reporting to GMC and BSC upon review and assessment at AMLC (including identification of risks, action to be taken and remediation/mitigation planning that the reporting outcome may prompt at AMLC).
- Coordinate, track and manage annual implementation of AML Risk Assessment methodology, governance and process (including data extractions, data compilations, QC on Submissions done by respective BUs, Collation of AMLRA submissions across group, Score computation, AMLRA Outcome Acton Plan determination, Risks, Concerns, Remediation/Mitigation Planning with BUs and respective BRCOs, Ascertaining Annual Compliance Plan is built based on EWRA insights and reporting and periodic progress communication to GMC/BSC, EA and Regulators.
- Act as “eyes and ears” for senior management (progress, resourcing, risks issues, mitigations/solutions).
- Resource planning (Balance resource allocation across team based on demand and priorities and budgets).
- Act as secretariat for AML Committee and the AML Sub- committee.
- Design, prepare and continuously improve the compliance reports to Board and Senior Management.
- Establish and monitor a regulatory submission register for compliance assurance to Board and Senior Management.
- Ensure timely submission for Group’s compliance reporting for Board, Senior Management and regulators.
- Oversight of BRCOs on AML matters. Take joint responsibility (together with Business/Risk/Compliance) to uplift the stature and capabilities of the BRCO/BCO on AML/CFT.
- For any issues that requirement regulatory interface, team will closely partner with AML/CFT Regulatory Engagement Team to communicate required updates through group AML/CFT Liaison for regulator.
Subject matter expertise
- Provide expertise and guidance to team members on reporting requirement.
- Support best practice sharing across teams.
- Resolve any escalated AML CFT related issues on governance and reporting.
Team mgmt. and coaching
- Help empower the team to work independently & self-manage.
- Support the team in removal of obstacles.
- Ensure team is performing well and help to identify ways to improve skillset within the team.
- Support career and skills development of team by defining a clear development plan & trainings.
- Conduct reviews & evaluations on of team member's performance.
- Provide on-the-ground coaching and guidance for all team members.
- Coordinate/lead trainings for team members.
Standard enforcement
- Ensure team members follow the standards and practices of their functional expertise.
- Ensure key information is cascaded and necessary documentations are created (reports).
- Support implementation of any initiatives at the team level.

- Advance Certificate in Regulatory Compliance from AICB, Advance Certificate in AML from AICB or equivalent
At least with 8 - 10 years of experience in Compliance or AML related tasks.
- Strong team player; able to work with others
- Operates with focus of creating value for the 1st line of defense and customer.
- The skills set and expertise to successfully execute/operationalize AML CFT reporting requirement.
- Understanding of relative AML CFT compliance requirements, Risk Appetite Statement & Matrices, KCI, KRI & KPI, Risk Based Approach and AMLRA.
- Strong problem solving skill to support issue and derive for resolution.
- Adept at solving AML problems in a logical and fact-driven manner (e.g., when tackling technical challenges, obstacles, backlog prioritization).
- Highly adaptable and able to respond to fast changing environment.
- Resourceful and be able to leverage network effectively.
- Ability to collaborate and help the department, AMLC members and business as appropriate.
- Actively listens to others, being empathy understands and values others' views.
