Job Description for Unit Head, Corporate Planning & Programme Development (Postal Forum)

The job is to support organization’s corporate and programme development agenda, with an emphasis on strategic and business plan formulation, partnerships, performance management and learning and growth/ development programme including digital content for the industry.

Job Responsibilities (Tasks to includes but not limited to:)

Corporate Planning

  • To take charge on the establishment and promotion of the Consumer Codes.
  • Planning, development and monitor Business Plan activities and balanced scorecards for Postal Forum
  • Responsible for the management and development of the Postal Forum’s KPI infrastructure in order to facilitate analysis and reporting of performance against plans and budgets as well as strategic objectives. Manages the development of weekly/monthly/quarterly/annual performance reports for management and key stakeholders as well as facilitating cross-functional performance reviews.
  • Act as a Lead Results Management Office (“RMO”)/ Project Management Office (“PMO”) for Postal Forum
  • Prepare and provide corporate level management reports/reports/updates/request feedback to key stakeholders within the appropriate deadlines, standards, and expectations.
  • Conduct research and analysis that may be needed towards implementation of various project/program across the organization.
  • Communicate with other units to ensure accuracy of data received.
  • Support other corporate planning functions such as strategy formulation, special projects, due diligence, building of business cases and others as required by management.

Industry Engagement and Strategic Partnerships

  • Take lead in developing and executing Industry Engagement activities- seminars, engagement, special projects.
  • Sourcing new partners and executing exciting partnership.
  • Developing a strong understanding on clients and partners offerings and business models.
  • Negotiating attractive partnership deals and ensuring mutually beneficial partnership terms that are in line with business objectives and strategy.
  • Maintaining and deepening relationships with existing partners.
  • Developing metrics to measure ROI from partnerships.
  • Resolve complex issues and new strategic development with each partner together across teams and functions.
  • Highly resourceful and knowledgeable about strategic partnerships- Strategic thinking, understanding of the postal & courier industry and business trend and excellent communication skills.
  • Strong project management skill in order to effectively handle various internal stakeholders of differing needs and backgrounds.

Programme and Digital Development

  • Programme Development
  • Interprets the strategic learning/training, content and programme development based on objectives of the Postal Forum and translate into deliverables.
  • Collaborate with cross-functional teams and key stakeholder to identify programme/training needs and gaps in existing programs and design and develop comprehensive training programs for the industry based on the analysis.
  • Ensures development of courses and contents that deliver strategic priorities.
  • Ensures delivery of priority learning and content pathways for strategic areas.
  • Facilitates/Coordinates training, seminar, conference face to face or via digital platform.
  • Identify, develop and leverage strategic partnerships with external parties or universities/government agencies/ educational institutions, training providers, and industry experts for effective content development and market research report.
  • Liaises with Third Parties (vendors, speakers); establishes learning or content contract agreements and negotiates rates.
  • Acts as Learning Subject Matter Experts in projects.
  • Develops training curriculum / pathways and design a range of learning/training interventions, including safety and security, technical, behavioral, customer experience and leadership programmes.
  • Conduct research, develop content and publish materials including in the areas of postal & courier industry.
  • Designs and manages blended learning solutions based on assessment outcomes and understanding of analysis.
  • Create flexible and innovative learning programmes using a combination of digital & personal delivery methods.
  • Assesses new learning technologies, content to integrate and apply adult learning theories to ensure participants get the best out of their development.
  • Ensures portfolio and content is regularly reviewed.
  • and facilitates a central hub (“Digital Library”) for participants to access critical soft skills development, skills guides, research, report and training.
  • Stay abreast of industry trends and best practices to enhance and update existing programs.
  • Programme Management:
  • Develops program launch campaigns.
  • Plan, organize, and facilitate training sessions, workshops, seminars, etc for Industry.
  • Responsible for overseeing pre-program and training logistics, encompassing tasks such as drafting program brochures/content, coordinating with industry stakeholders, and managing logistical arrangements.
  • Establishes evaluation and reporting learning adoption, learning effectiveness, course satisfaction, certification.
  • Maintain accurate records of program/training activities, attendance, and participant feedback.
  • Prepare and present reports on program/training initiatives, including recommendations for improvements.
  • Implement performance metrics and evaluation tools to measure the impact of training programs.
  • Analyze data to assess the effectiveness of programs and make recommendations for enhancements.
  • Any ad-hoc assignment as assigned by management.

Required Experience and Qualification:

  • Bachelor’s Degree from an accredited university in any related field.
  • At least 3 years of relevant experience in corporate planning and/or programme development/ management.
  • Possess good interpersonal communication and written skills in English and Bahasa Malaysia.
  • Current knowledge of corporate planning and effective learning and development modalities/ methods.
  • Possess strategic thinking and a pragmatic problem-solving approach to implementation.
  • Strong operations/ industry knowledge, analytical, ability to synthesize, interpersonal communication.
  • Proven track record in project/program development and management.
  • Professional, engaging with the industry players to build strong working relationships and influence at all levels in a fast paced and dynamic environment.
  • Proficient in articulating strategic components into written documents.
  • Strong report writing skill (words, powerpoint, excel) and are able to deliver within the appropriate standards, deadlines and expectations.
  • The ability to manage competing priorities in a fast-paced environment.
  • Strategic thinker with exceptional problem-solving ability, strong attention to detail and analytical. Logical reasoning, creative thinking, comfort with numbers, and the ability to untangle complex issues.
