Wilhelmsen Ship Management is one of the world's largest 3rd party ship Manager with 550 vessels presently under technical management. The Company has 12,800 crew to serve on the vessels and over 750 shore-based employees.

We are looking for a passionate maritime HSEQ professional to join our Management Centre in Malaysia as Head of HSEQ. WSM Malaysia has presently more than 50 vessels under Management from the Gas, Dry Bulk and car carrier segments. We are steadily growing our portfolio.

The position will be located in Kuala Lumpur, Malaysia.

Purpose:

Delegated authority by GM to head the HSEQ function within WSM Malaysia, and to perform an independent Health, Safety, Environment and Quality function with the clear objective to improve the Company's ship management systems and their compliance with requirements.

When delegated by General Manager, act as Deputy General Manager for Wilhelmsen Ship Management (Malaysia) with corresponding responsibilities and authorities.

Main responsibilities:

The Head of HSEQ shall monitor and follow up the ship management center's compliance with relevant rules & regulations in connection with safety, quality and environment protection with special emphasis on the ISM code, the ISO 9001 and ISO 14001 standard as well as flag state-, port state- and the industry's special requirements and regulations, and render support to ships as appropriate.

He/She shall further:

  • Monitor the development of the Company's ship management HSEQ systems
  • Keep the GM informed about the status of the HSEQ matters within WSM Malaysia
  • Monitor operational statistics
  • Monitor Health, Safety, Environmental & Quality training of personnel, onboard and in the office
  • Monitoring that Company vessels comply fully with all flag state and company requirements in all matters concerned with Health, Safety, Quality and the Environment.
  • Member of the Emergency Response Team with specific responsibility and tasks outlined in WSM Malaysia Office Contingency Manual.
  • Be qualified (by formal courses and experience) to conduct incident investigations, and perform such tasking when required by the GM/DPA.
  • Member of the Document Review Committee on behalf of GM WSM Malaysia
  • Assist in tender processes and HR Crew related issues when requested by GM WSM Malaysia.
  • Liaise with the Company Security Officer for Ship Security Assessments and Plans to be procured
  • Supervise and lead the Marine assurance processes for gas vessels in general (SIRE and TMSA) and Rightship processes for Dry Cargo Fleet.
  • Provide support in Marine and operations matters, as required.
  • Maintain and assist to continuously improve Operation manuals for vessel types under management.


Marine Assurance

  • Arrange vetting inspections for LNG/LPG group vessels and maintain approvals as required by charterers, terminals, and owners. Follow up closure towards OCIMF and energy majors
  • Maintain database of vetting deficiencies and generate reports for internal improvements and external benchmarking. Maintain all commercial questionnaires of Tanker/LPG vessels updated.
  • Where required, carry out pre-vetting inspections and train ship staff in preparation of vetting inspections and as required attend on-board during vetting inspections/supervision of cargo operations/coolant loading operations. (For all LNG/LPG group vessels)
  • Provide support in Marine and operations matters, as required, for LNG/LPG Group vessels
  • Maintain and assist to continuously improve Operation manuals for Tankers and Gas Carriers.


Qualifications:

Mandatory requirements

  • Technical/maritime qualifications, preferably with seagoing experience
  • In-depth knowledge of rules, regulations and industry standards
  • Strong working experience with maritime HSEQ
  • Good command of oral and written English
  • Basic computer knowledge
  • Good interpersonal skills in order to develop close relationships with shipboard staff, vessel owners, charterers and auditing and inspecting bodies
  • Risk assessment and Incident Investigation course certification (Validity 5 Yrs)
  • ISM/ISO Auditor certification
  • DPA Course attendance and experience
  • ISM/ISO course training and certification
