Summary of the Project: The Capacity-building Initiative for Transparency, or CBIT, is part of the GEF's response to the Paris Agreement. It strengthens countries' national institutional capacities on climate transparency, facilitates the development of tools and training, and it improves transparency over time. The CBIT promotes transparency in three key areas: inventories, action, and support. Inventories help determine the country's starting point for tracking progress. Action tracks the progress of a country's mitigation and adaptation efforts. Support tracks technology, training, and financing that have been provided and received. Successful CBIT programming transforms data to information and into action. Description of Duties: 1. Provide expert advice and technical guidance across all project components to ensure technical soundness and integration. 2. Develop and refine the TORs for consultants and subcontractors, ensuring alignment with project goals. 3. Oversee the work of project staff, consultants, and subcontractors, ensuring adherence to project timelines and quality standards. 4. Assist in establishment and operationalization of an online GHG database and information system (GHG DIS) 5. Work closely with the Project Manager and other project staff to synchronize technical strategies with overall project objectives. 6. Evaluate technical methodologies and outputs to ensure they meet international standards and project requirements. 7. Advise on the development and implementation of innovative technical approaches and methodologies for enhanced project outcomes. 8. Facilitate knowledge transfer and capacity building among project team members and stakeholders through technical training sessions and workshops. 9. Assist and review technical sections of project reports and documents for accuracy and coherence. 10. Provide ongoing technical inputs for the development and refinement of project tools and systems. 11. Support the monitoring and evaluation of project activities by providing technical insights and recommendations for improvement. 12. Engage with technical working groups, stakeholders, and partners to gather feedback and integrate it into project planning and execution. 13. Disseminate project reports and respond to queries from concerned stakeholders. 14. Assist coordinating among line ministries and sectors with development of essential GHG inventory and transparency requirements through training workshops and technical skills development thereby increasing their institutional capabilities. 15. Maintain close collaboration with the Project Manager and other members of the PMU to effectively deliver the project. Expected Outputs: 1. High quality outputs produced by consultants and subcontractors. 2. Wherever applicable develop SOPs and frameworks for project implementation across various components. 3. A final report summarizing achievements, challenges, and lessons learned from the technical advisory perspective. 4. Engage in and provide guidance for all the following outputs: → Output 1.1: GHG modelling tools developed and operationalized to develop scenarios for Energy and AFOLU sector to report on NDC implementation. → Output 1.2: Integrated platform for climate change information for NDC progress and long term low GHG strategy tracking developed and operationalized. → Output 1.3: Climate Change Knowledge and Information sharing platform established to inform all the stakeholders on country efforts and outcomes of addressing climate change. → Output 1.4: Technical capacity built of decision makers to meet transparency provisions stipulated under Article 13 of the Paris agreement. → Output 2.1: An online GHG database and information system (GHG-DIS) established and operationalized to enable regular and timely preparation of GHG Inventory. → Output 2.2: Tools and methods for higher tier GHG emission estimation methodology for high GHG impact sectors available to stakeholders. → Output 3.1: Tables and guideline documents for collection, tracking and reporting of climate finance, technology transfer and capacity-building support. → Output 3.2: Process, timelines and responsibilities developed for regular assessment of needs for technology, finance, and capacity building in implementing climate actions presented for approval to NSCCC. Qualifications: Advanced university degree in environmental science, engineering, climate change, or related disciplines. Minimum of 10 years’ experience in technical advisory roles within environmental or climate change projects. Experience working with GHG inventory and MRV systems. Demonstrated ability to provide high-level technical advice and devise solutions in complex project settings. Strong analytical skills and the ability to assess complex technical information and provide clear, actionable guidance. Excellent communication and interpersonal skills, with the ability to work effectively in a multidisciplinary team. Experienced in developing and conducting technical training and capacity building programs. Fluent in English; proficiency in Bahasa Malaysia is an advantage.
