Job Purpose

  • Strategize, manage, direct and coordinate implementation of HSE Risk Management that meets requirements of Hazard and Effect Management Process (HEMP) as a basic framework for the Company’s operation in order to achieve the Company’s objectives and targets. The primary objectives include the development and implementation of Barrier Thinking initiatives. This involves collaborating with operations, vendors, internal and external subject matter experts and relevant government and non-government bodies.
  • Provide a holistic Contractor Safety Management System (CSMS), monitor policy and management systems compliance, develop plan and implement standards and guidelines by the implementation of an integrated management processes to mitigate risks associated with activities carried out by any parties appointed by Sime Darby Property Berhad and its subsidiaries.

Job Responsibilities

Business:

  • To lead the implementation of HEMP through a systematic program and ensure synchronization of barriers that meets different types of business units’ activities.
  • To identify and collaborate with subject matter experts in order to support the establishment of barriers that are As Low As Reasonably Practicable (ALARP).
  • To propose areas for improvement towards an effective implementation of HEMP and periodically update the management on continuous improvement plan status.
  • To define the minimum requirements for CSMS during contractual work at the construction sites, office buildings, buildings under defect liability period and other facilities owned and/or managed by SDP.
  • To establish CSMS that mitigates HSSE risks and reduce general liability and other potential costs that are associated with the use of contract workers. Common criteria that must be addressed within the scope of the system includes (but not limited to):
  • Contractor selection
  • Qualification
  • Performance agreements
  • HSSE Capacity Building/ Training
  • Day-to-day management
  • Post-contract evaluation
  • Continuous improvement
  • Other scopes defined by the Management.
  • Support in providing vendor HSSE validated performance status or updates to the Management or other interested parties.
  • Keep abreast of any changes to laws and regulations that impact the Company and reflect in CSMS as deemed necessary by the Management.
  • To promote effective implementation of CSMS at the Operational level throughout the Company.
  • To collaborate with internal departments towards ensuring HSSE elements are integrated with relevant business processes.
  • Assess and support operations in closing gaps in CSMS.
  • Play active role in collaborative programs with vendors at the working level to replicate the SDP’s Leadership commitment in their respective projects.
  • To support Safety culture initiatives towards preventing injuries, environmental incidents and unsafe processes.

People Development

  • Effectively support HR human resource initiatives especially on HSSE capacity building.

Education/ Professional Qualification

  • Degree in Occupational Safety & Health / Environmental / Science / Social Sciences / Engineering or any relevant qualifications
  • Qualification in Procurement will be an added advantage

Professional Experience

  • Minimum 7 years’ experience primarily in HSSE and exposure in Operations or Project Management which has high HSSE element with 3 years in Procurement nature function.
  • Minimum 3 years’ experience in applying HEMP.
  • Preferably, in Property Development/Construction, Infrastructure, Oil & Gas or Manufacturing industry with a significant scale or size.
  • Has evidence of business acumen that is driven by safety culture.
  • Strong engagement skills.
  • Proven leadership and talent development capacity.
  • Proven experience in corporate procurement management system will be an added advantage, but not necessary.
