JOB DESCRIPTION:

Learning & Development

  • Lead, and develops all Learning & Development initiatives and cultivate a learning culture for IJM’s core business divisions throughout the Group (the Group), which meets the short, medium and long terms aims of the Group.
  • Ensure that the learning initiatives leverage on the blended delivery approach while incorporating various adult learning models that are fit for purpose, and appropriate given the changing needs of the business.
  • Ensure that all training administration matters e.g. scheduling, registration, logistic arrangements. budgeting and payment to vendors are managed well.
  • Develops and carries out Group-wide learning needs analysis effectively, reviews and draws up appropriate Learning & Development initiatives.
  • Develop, customise, implement, and facilitates leadership curriculum, for all People Manager that is relevant and applicable across the Group.
  • Develop, customise, implement job functional curriculum for identified job families across the Group.
  • Foster a culture of continuous improvement within the L&D team to ensure processes and practices are continually reviewed and lead to change and best practice.
  • Build and create robust methods for tracking, reporting, evaluating and analysing performance of the L&D function and the effectiveness of the programs it delivers.
  • Manage and provide value-added advisory on the usage of the Human Resource Development Fund (HRDF) contribution to the senior leadership and HR teams across the Group.

Internal & External Liaison

  • Build effective, collaborative working relationships with relevant senior leadership, leadership representatives, site leaders, HR teams and subject matter experts to understand and continually re-evaluate organisational learning and development needs to ensure they are aligned with business needs and current regulatory and legislative requirements.
  • Maintain an internal and external focus, horizon scanning and networking to explore and identify the most effective and innovative training, learning initiatives and projects to ensure that the organisation is a industrial-leader in respect of learning and professional development.
  • Manage third-party relationships and contract negotiations with external stakeholders and providers to ensure effective use of resources.

Talent Development

  • Supports the lead for Talent Management and Organisational Development to identify talent development needs, and create tailored solutions and programs.
  • Supports the implementation of individual development plans by providing development coaching, support on implementation and tracking completed items to ensure identified talent and successors are progressing and for reporting back to the Division’s Talent Council.

Employee Wellness

  • Design an Employee Wellness framework and execute wellness initiatives that are relevant and meet the short, medium and long terms aims of the Group and its employees.
  • Build and create robust methods for tracking, reporting, evaluating and analysing performance and effectiveness of all wellness initiatives.

Standards Compliance

  • Adhere to relevant policies, procedures and work instructions as defined in the Company’s Quality System.

People Management

  • Coach and motivate staff; identify learning opportunities for staff development and advancement; track work progress; in order to build staff competence on the job and encourage motivation, pro-activeness and job satisfaction of all direct reports.

REQUIREMENTS:

  • Bachelor’s Degree in Human Resources Management or other relevant qualification with minimum 10 years experience with at least 3 years in a managerial role for a large or conglomerate organisation.
  • Solid knowledge of the current trends in Learning & Development (L&D) areas.
  • Understanding of L&D needs of the organisation and in particular the construction, property, building material manufacturing, toll, port and telecommunication infrastructure industries would be an added advantage.
  • Knowledge of local business and government rules and regulations, and good industry contacts.
