Job Summary

  • Execute all work items related to satellite network filings and coordination in accordance with the ITU Radio Regulations, Communications & Multimedia Act 1998, Communications and Multimedia (Spectrum) Regulations 2000, Spectrum Plan and Standard Radio System Plan and relevant guidelines in ensuring the international recognition and protection for all Malaysian satellite networks; and
  • Execute and coordinate the development and review of policies, framework, guidelines, recommendations and implementation mechanisms on the use of spectrum related to satellite services.

Job Responsibilities

  • Assess and validate submission of Advance Publication Information (API), Request for Coordination (CR) and Notification of satellite networks filings by Malaysia to ensure accurate and timely submission to the ITU.
  • Process data received from ITU BR IFIC for foreign satellite networks/systems by verifying the data and analyzing satellite network filings that are potentially affecting the Malaysian satellite network filing as published by ITU BR for space systems.
  • Prepare responses to be sent to foreign administrations based on the outcome of ITU BR IFIC analysis for the protection of Malaysian satellite network filings through the ITU web interface.
  • Carry out desktop analysis and prepare responses to requests for coordination from foreign administrations to ensure the protection of the affected Malaysian terrestrial and satellite networks.
  • Assess the applications from the Malaysian satellite operators for submission of satellite network filing to the ITU for use of frequency in provisioning of satellite service in Malaysia.
  • Coordinate and liaise with the satellite operators and other relevant stakeholders for the arrangement of bilateral satellite coordination meetings to ensure a smooth meeting flow and to reach mutual agreement within the satellite regulatory deadlines.
  • Perform regular updates on document findings, analyses and reference documents related to satellite service and industry and prepare comprehensive reports for internal and external stakeholders to aid in decision-making processes.
  • Analyze and evaluate applications received for annual free entitlement nomination from ITU cost recovery charges within the specified deadline.
  • Maintain updated databases for the coordination status and the relevant ITU processes for all Malaysian satellite network filings to ensure having an accurate and complete database.
  • Analyze and evaluate proposals for Malaysia’s preparation related to satellite agenda items for the World Radiocommunication Conference (WRC) and APT Preparatory Group for WRC (APG), including presentation of input documents at relevant meetings, to protect the national interest.
  • Keep abreast of emerging trends in the satellite industry and actively engage with the relevant stakeholders to foster and sustain effective relations to ensure successful consultations/coordination/negotiations and national interest is protected
  • Carry out other tasks and duties as deemed necessary or instructed by the superiors for the benefit of the organization and for capacity building in other job scopes.

Job Requirement

  • Minimum Bachelor’s Degree in Engineering preferably in Electrical/Electronics/ Telecommunications or a relevant discipline from a reputable University/College with a minimum CGPA of 3.0 and above.
  • Minimum of 0 - 4 years of working experience with relevant experience in telecommunications services and technologies, regulatory framework and international experience is an added advantage.
  • Prior experience in a related field (spectrum management/satellite services) would be an advantage.
  • Problem-solving skills and out-of-the-box thinking.
  • Multi-task, work independently, and work under pressure with minimum supervision.
