Job Summary

The Head of Policy Research and Advocacy will lead policy research and advocacy initiatives to address challenges within the Communications & Multimedia (C&M) industry, aiming to develop initiatives that ensure regulatory alignment and safeguard public interests.

Job Responsibilities

  • Develop and oversee a national framework to effectively manage online harms and enhance digital literacy, ensuring clear objectives and milestones are established and achieved.
  • Conduct in-depth research and analysis on policy, regulatory, and industry developments within the C&M sector to drive informed policy development and strategic planning.
  • Formulate and present policy recommendations and papers on critical regulatory issues within the C&M sector to key decision-makers at MCMC and other relevant stakeholders.
  • Lead public advocacy campaigns to promote policy initiatives, increasing awareness and support among the public and key stakeholders.
  • Evaluate the impact of proposed policies and regulatory changes on the C&M industry, consumers, and the broader economy, incorporating cost-benefit analyses and risk assessments where necessary.
  • Engage with industry stakeholders such as online platforms, technology experts, civil society organizations, and academia to collect diverse insights and foster collaborations that support policy goals.
  • Coordinate with various Sectors and Divisions to ensure that policy formulation and initiatives are practical, align with MCMC’s powers and functions, and support National Policy Objectives.
  • Monitor international standards and trends in policy development within the C&M sector, collaborating with international partners to exchange best practices and insights. Develop periodic reports on these developments.

Qualification & Work Experience

  • Bachelor’s degree from a reputable university with a minimum CGPA of 3.0 (preferably in Statistics, Actuarial Science, Economics or Public Policy).
  • Minimum 12 years of working experience with policy research / development / consultancy in C&M laws with regulatory insights.

Candidate must be willing to work in Cyberjaya.
