Provide strategic direction in human resource planning through formulating and developing strategies and policies in the areas of human resource planning, design of benefits and compensation, performance appraisal and development, career progression, job evaluation, HR system and analytics and payroll management to effectively support SIRIM’s objectives and business growth

RESPONSIBILITIES :

  • Formulate and drive compensation & benefits strategies and package(s) to attract and retain talent while maintaining market competitiveness to become the employer of choice.
  • Oversee and manage payroll activities to ensure remuneration is paid in accordance with approved SIRIM’s policies and in compliance with EA, EPF, and Income Tax.
  • Assess and make strategic decisions on human resource planning activities through assessing employees’ current strengths, and future needs, aligning with organizational development, and balancing between business needs and financial capability to meet short-term staffing challenges while adapting to changing conditions in the business environment over the longer term.
  • Develop Department Business Plan and analyze quarterly Business Performance Report, Midterm Review, and Annual Performance Report.
  • Formulate, plan, and lead digitalization strategies including data mining, and data analytics of human resource activities for effective and efficient delivery of HR activities through process automation or development of new HR systems.
  • Strategise, plan, and oversee performance appraisal and employee promotion activities for performance-based rewards to support high-performance culture and business objectives.
  • Drive and strategies job evaluation activities including providing coaching in drafting job descriptions, determining job dimensions, and adopting Hay methodologies to ensure the relative worth and establish fair and equitable pay scales, position hierarchy and assist employees with career planning.
  • Provide leadership and guidance to develop, enforce, maintain, and monitor the department's policy, procedures and systems to strengthen integrity and governance, quality, OSH, environmental, and business performance.
  • Formulate and lead the development of career progression framework creating routes and requirements for career advancement within the job family to provide career progression opportunities for employees and support organizational objectives and needs.

REQUIREMENTS:

  • Possesses a Bachelor’s degree in Human Resources Management, Business Administration, Industrial Relations, Psychology, or a related field with a minimum of 16 years of relevant working experience. Preferably candidates with a minimum degree qualification in HR or with relevant certifications.
  • Well-versed in several but not limited to several key policies and acts that govern employment and labor relations such as the Employment Act, Labour Law, or any other regulations.
  • Possesses strong business acumen, strategic agility, problem-solving, innovative mindset, and ability to orchestrate the needed culture within the organisation.
  • Strong stakeholder management skills.
  • Possess strong diversified business linkages and professional networks.
  • Excellent communication and writing skills.
  • Excellent presentation and leadership skill sets are required.
