DUTIES AND RESPONSIBILITIES
- Responsible to the Marine Manager in governing the day-to-day operations of Offshore Marine Terminal
- Custody Transfer Operation, Offshore Support Vessels (OSV) managed by the respective business units, 3rdParty’s OSV and Marine OSV activities at COMPANY designated Supply Base
- Full time Marine Executive at COMPANY Head Quarters
- Assist HML Marine Superintendent Oversee the safety, operations and maintenance management of the FSO and field OSV on a day-to-day basis.
- When Require support the inspection and check functions on OSVs.
- Support offshore marine related matters, as required.
- HML Marine Executive ensuring OSV Operation KPIs and daily reporting.
- Preparation of OSVs Vessel Scheduling to support Offshore Terminal Custody Transfer and Platform Operation.
- Assist HML Marine Superintendent in overseeing all aspects of marine operations including but not limited to.
- Preparation and communication of 30-, 60- and 90-day OSVs scheduling to support COMPANY
- Platforms requirement and forecast fuel consumption.
- Preparation and communication of 30-, 60- and 90-day Tanker scheduling to support COMPANY Platforms requirement.
- OSV turnaround at COMPANY Supply Base (TBSB).
- Preparation of OSVs Annual Maintenance Planning including unplanned and breakdown maintenance.
- Develop scorecard for OSV Trading Certification, CLASS and Flag State Certification in dashboard.
- Issue COMPANY offshore Marine CSR Monthly ROTA.
- Attend Asset Department Morning Call and IOP Monthly meeting.
- Attend Regulator Marine operation and Logistics Meeting.
- Assist Vetting Superintendent conducting, PMI, Sea/DP Trial, OVID, OVMSA Audit and inspection.
- FSOs/OSVs Operations: Issue weekly and monthly deck/underdeck cargo handling, and supply scheduling.
- Safety and Compliance: Provide scorecard report PPE compliance and HIOC.
- Maintenance and Repairs: Assist HML Marine Superintendent Managing Annual Plan and Unplanned OSVs maintenance.
- Crew Management: Weekly verify COMPANY OSV Crew Change Plan Ensuring with the allowable DOB.
- HML’s Marine Operations HQ representative for HSE & Logistics Department weekly update, monthly meeting, safety forum and campaign.
- Assist with marine HSSE and Safety Alert communication.
- Provide input into the Annual Marine Management Plan for all HML operated FSOs and OSVs.
- Support marine operation and activities align with HML approved WP&B and PA budget.
- Develop scorecard for OSV deck-space and bedspace usage percentage. Calculate efficiency %.
- Serve as the primary point of contact for the management and control of marine documents.
- Ensure all documentation (e.g., certificates, compliance records, safety manuals) is maintained,
- distributed, and archived correctly.
- Develop a checklist for OSV trading certificates, licenses, and permits for vessels and personnel, ensuring timely renewals and updates.
- Implement document control processes for easy retrieval and tracking, ensuring data integrity and compliance with both company and regulatory requirements.
- Conduct Marine Operation in line with Company Procedure and guidelines but not limited to the following:
- HIBISCUS Operation Manual and Charterer Instruction.
- HIBISCUS HSE Rules & KPIs.
- HIBISCUS Marine Operating Procedure & KPIs.
- PETRONAS PPGUA
- Regulator KPIs.
- Local Authority guidelines (MARDEP, OCIMF, Customs, DOE, DOSH, Immigration, Port Health, etc.)
- Provide weekly updates for HIOC related to Marine activities and OSVs.
- Proofread and Safety Management System (SMS) manual ensuring accuracy, adequate and make necessary correction and spell check.
- Function as Document Controller for Department communication letter.
- Function as support member for shore base Emergency Response Team for the COMPANY OSV.
- Attend Weekly, Monthly HSE and Logistics meetings.
- Organize Weekly Logistics Meeting, Monthly HSE & Logistics Meeting, HSE & Logistics Annual Forum, Monsoon Campaign and Contractor engagement.
- Report to Marine Manager and Senior Manager, Marine and Logistics Department on any concerning disciplinary issue that require consequence management.
- Managing OSV daily/weekly/monthly scorecard and highlight and report to Marine Manager.
- Provide support function for Marine IOP & IAP.
- Follow-up on the Site Corrective Actions Register for HML’s Marine Operations on facilities audited.
- Provide a checking control for operational procedures and work instructions onboard FSOs/OSVs and related marine activities, and to identify any operational and/or HSE issues and ensure compliance with HML’s requirements.
- Co-ordinate and compile statistical information for the generation of internal and external reports where required.
- Assist HML Marine Superintendent managing offshore Marine CSR ROTA, including but not limited to the following.
- Training Matrix.
- Office Assignment.
- OSV inspection Assignment.
- FAT assignment, if required.
- Meeting Attendance.
- Ensure validity of Contractor Marine Crew DOB and crew change planning before approve DOB expires.
- Analyze OSV consumption data to identify business opportunities to reduce carbon footprint.
- Analyze OSVs schedule and forecast for DO Sumption.
- Analyze OSVs efficiency for deck-space, bedspace and seat utilization.
- Monitor OSVs operating costs and submit quarterly budget follow-up reports.
- Preferably a Degree Holder in Logistics and or Nautical Study or Holder of Minimum Class IV Deck Officer or Oil Engineer of a Steam/Motor Vessel (minimum) preferably with Oil Tanker Endorsement. (Open to Fresh Graduates)
- Good understanding, knowledge and experience of ISM, ISPS, SOLAS, MARPOL, Marine Operations, OVID, OCIMF OVMSA2, ISO14001 & OSHAS18001.
- Well verse in:
- STCW (Standards of Training, Certification, and Watchkeeping for Seafarers).
- COLREG & MARPOL
- ISM (International Safety Management) Certification.
- Certification in Document Management Systems or a related field.
- Any additional maritime industry-related certifications.
- Be fully conversant with marine best practices, relevant safety regulations, work permit systems, risk assessment tools etc.
- Familiar with industry marine assurance systems and processes.
- Document Control: Proficient in document management systems and software.
- Attention to Detail: Ability to review and manage compliance documentation with precision.
- Ability to work under pressure and handle multiple tasks in a fast-paced environment.
- Proficient in maritime software and vessel tracking systems.
- Problem-solving mindset with an ability to make quick decisions. Experience in auditing marine facilities and support vessels. Knowledge of OCIMF (SIRE and OVID) and IMCA (CMID) preferred.
- Ability to demonstrate all the necessary written, verbal and computer skills necessary to develop, amend and comment on documents meaningfully in the English language.
