Job Summary

Enhance the Regional and Multilateral Affairs Department's (RMAD) capacity to conduct advanced research, execute international engagements, and manage an increasing workload in international relations, including ITU, APT, postal services, and trade, to ensure the successful implementation of the Commission's global strategies and policies.

Key Accountability

Policy Review and Advocacy

  • Develop and implement strategies for international engagement and cooperation.
  • Monitor international developments and provide analysis of their implications for Malaysia.
  • Support the formulation and representation of national and organizational positions at international forums such as ITU, APT, and trade-related platforms.
  • Prepare briefings, reports, and presentations on international issues for internal and external stakeholders.
  • Ensure compliance with international laws and regulations.

Engagement and Relations

  • Establish and maintain relationships with foreign diplomats, government officials, and international organizations.
  • Represent MCMC at international meetings, conferences, and forums. This includes positive interactions and maintaining and fostering good relationships with foreign embassies, delegations, partners, companies, etc.
  • Facilitate cross-cultural communication and understanding within the organization.
  • Engage effectively through participation in meetings, seminars, bilateral exchanges, and visits to improve working relationships with internal and external stakeholders.

Coordination and Management

  • Coordinate, facilitate, and streamline bilateral relations and interactions between the organization and foreign stakeholders.
  • Oversee and manage international projects and initiatives, ensuring alignment with organizational goals.
  • Identify opportunities for collaboration and manage any issues or conflicts that may arise.

Research and Analysis

  • Conduct research and analysis related to international relations, trade, and postal regulations, culminating in the formulation of relevant recommendations and proposals.
  • Stay informed about global economic, political, and social trends to identify potential opportunities and/or threats.

Qualification

  • Bachelor's degree in international relations, Political Science, or a related field.
  • 3 years of working experience in the C&M Industry/Regulatory agency is an added advantage.
  • Experience in analysing, drafting, and formulating public policies/positions/papers.
  • In-depth understanding and knowledge of Malaysia's C&M regulatory framework, industry, and market.
  • Clear grasp of overall Malaysian digital policies and plans.
  • Good grasp of new developments in the C&M and Digital industry and market internationally.
  • Good grasp of geopolitical issues and their effect on the C&M and Digital markets globally and domestically.
