Role Purpose

  • Plan and manage in reviewing, developing and implementing human capital performance and operation’s section strategies, policies, initiatives, practices and processes i.e., Performance Management, Rewards and Benefits, Employee Relations and Engagement, Learning and Development that support Labuan FSA’s mandate and strategic objectives.
  • Act as business partner, to provide advice and implement people performance and experience to Line Departments and the LFSA’s subsidiaries

Principle Accountabilities

Performance Management and Improvement Programme

  • Manage in reviewing, developing and implementing a robust and holistic performance management framework, infrastructure and initiatives (policies, system and processes) that align with Labuan FSA’s mandate and strategic objectives.
  • Plan and manage effective annual performance management cycle and performance improvement programme (PIP) to support the Labuan FSA’s high performance work culture.
  • Provide guidance and advice for managers, supervisors and employees in areas relating to performance management and the development of their individual and staff performance targets.

Rewards and Benefits Management

  • Manage in market review and industry benchmarking, developing and implementing reward and benefits strategies, policies, practices, initiatives (including Flexible Working Arrangement, etc), terms and conditions that enable to attract, retain and engage talent as well as align with Labuan FSA’s mandate and strategic priorities.
  • Manage effective and efficient delivery of payroll administration in accordance with Labuan FSA policies, guidelines within stipulated time and ensure changes in statutory requirement are adhered and adopted on timely manner.
  • Manage efficient and efficient delivery of medical services through effective vendor management as well as other benefits in accordance with Labuan FSA’s policies, guidelines and procedures.
  • Manage approval and disbursements of staff financing i.e., vehicle and housing interest subsidy and Staff Welfare Fund (SWF) are carried out effectively according to approved policies and guidelines within stipulated time.

Employee Relations and Engagement

  • Manage in reviewing, recommending and implementing employee relations (ER) framework, policy, practices, initiatives, guidelines to support productive work climate, ethical culture and promote better employee relation decisions in Labuan FSA.
  • Work line department and units to promote effective engagement within their teams to support Labuan FSA’s high performance and ethical work culture.
  • Manage ER cases including analyse and recommend effective resolution to Head Group Human Capital and Director Corporate Management as well as other key stakeholders i.e., the Management Committee and Disciplinary Committee pertaining disciplinary issues, misconduct, performance concerns and grievances.
  • Maintain required standard of detailed ER case documentations, including investigation reports, issue analysis, domestic inquiry proceeding etc. in accordance with Labuan FSA’s policies, guidelines and procedures.

Learning and Development

  • Plan and manage in reviewing, developing and implementing a robust and holistic learning and development framework, infrastructure and initiatives (policies, system and processes) that align with Labuan FSA’s mandate and strategic objectives.
  • Manage end-to-end design and development learning solutions using multiple methodologies and platform to build knowledge and skills in alignment with Labuan FSA’s competency requirements and ensure it meet the quality assurance and achieve overall programme outcomes.
  • Manage in reviewing, designing, recommending and implementing evaluation strategies to assess learning effectiveness, develop evaluation report and take appropriate actions to enhance interventions and address gap
  • Collaborate with internal subject matter experts, external learning providers and other internal and external stakeholders to ensure smooth execution of development learning interventions.

Stakeholders Engagement and Continuous Improvement

  • Network, collaborate and syndicate with internal and external stakeholders to continuously provide effective advice, solutions and strengthen human capital performance and operation initiatives in Labuan FSA
  • Keep abreast with the latest development and trends related to human capital performance and operation and review, recommend and implement continuous framework, policy, process and system improvements to ensure timely, quality and credible infrastructures

Other Relevant Assignments and Projects

  • Manage and/ or participate in designing and implementing related projects and initiatives as and when required, to support the Labuan FSA’s human capital management agenda.
