Job Purpose

Strategize, steer and drive production planning of Refinery, Cracker and Petrochemical by facilitating and synergizing feedstock and petroleum product plan as well as customer and supplier requirements to achieve optimum product availability and maximise profitability to meet company’s business objective, aspiration and growth.

Key Accountabilities

Business Plan & Strategy

Strategize and steer the formulation and development of long term Refinary, Cracker and Petrochemical supply chain and business plan to meet customer demand by establishing direction setting and setting targets so as to contribute and achieve targeted plant availability, integrity and reliability in meeting production targets.

Production Plan

Strategise and lead the development of annual production plan by providing direction and advice during interfacing and collaboration with Operations, Maintenance and other relevant parties to optimise plant production in alignment and conformance to shareholder agreement and customers' requirement based on Crude Oil Supply Agreement (COSA) and Crude Oil Supply and Services Agreement (COSSA).

Value Chain Interface

Strategise, plan and optimise the whole Refinery, Cracker and Petrochemical value chain by assessing internal & external constraints and issues from stakeholders i.e. suppliers, customers, offtakers to ensure that contractual obligation as stated in the governing contracts and agreements are met while meeting company's business objectives.

Product Inventory & Logistics Management

Strategize and drive product inventory and logistics management by providing direction and advice during customer nomination process, inventory management and shipment scheduling to avoid product tank-top or curtailment and to meet customer demand, shipment volume commitment and plant revenue target while ensuring security of the product to customers.

Production Planning Technology Advancement

Shape and steer the application, acquisition and development of new and emerging optimisation and simulation tools and data management by continuous scanning and forecasting new technology to be evaluated and adopted as well as collaborating with technical industry to ensure data integrity and accuracy for planning, operational and business performance reporting as well as facilitate informed decision making.

Secretary for Production Planning Optimisation Committee

Act as Secretary for PPOC by leading and driving the syndication and negotiation with suppliers and offtakers in ensuring compliance to Production Rule Book (PRB) and IORG by all parties as well as supporting the operationalization of existing contract and agreement as per COSA and COSSA.

Qualification & Experience

  • Possess at least a bachelor’s degree in any Engineering disciplines. A Master’s Degree in any of these disciplines or a Master’s in Business Administration would be an advantage.
  • A professional with business and/or plant experience of more than 15 years in either petrochemical, oil or gas industry.
  • Possess in depth/broad background and technical knowledge to manage the full life cycle perspective of plant assets/manufacturing facility.
  • Good leadership skill combined with strategic thinking is critical to steer the organisation towards success.
