(A) Job Purpose • Focus on day-to-day operations, this role provides liaison HR Partnership with the stakeholders, functional managers and employees, ensuring the daily business operations are running smoothly. • Seek guidance, advice and direction on all HR functions with Group HR, Corporate Center for any HR implementation task / project. • Building business partner relationship with HODs based on trust and creditability and the flawless execution of HR programs, policies and practices from Corporate so that quality objectives and deadlines are met. • Exceptional customer service focus, stellar communications skills and building stakeholder relationships with various Heads. • Ability to produce high-quality work, flexible, prioritize business demand, anticipate needs, be pro-active, take initiative on all HR daily operations. Key Accountabilities (Describe the important end results the job is expected to achieve. Start with the most important) (B) Key Accountabilities • Build and cultivate strong business partnership with the stakeholders to deliver business priorities with advise / guidance from Group HR. • Provide input and explanation to HODs regarding overall HR planning to support the growth of employees and the company. • Collaborate and seek guidance with HR Specialist at Corporate center to ensure effective delivery of pragmatic and timely programs and tools to drive business goals. • Identifies HR related issues and work with the Group HR to resolve problems. • Represent management and employees to provide feedback on implementing and utilizing tools to ensure flawless execution of HR plans. • Provide advise to employees on all HR related matters with approval procedures from Group HR. • Identify and recommend areas of improvement ( ensure acceptable levels of employee turnover, employee satisfaction survey results, clarification of processes and developing procedures) translates workforce data into practical plans with help and guidance from Group HR. Shahzan Alam Muda • Manage all aspects of Shahzan Alam Muda operations, business development, shareholders, profit and loss including management, capital expenditures, and asset management. • Oversee the development and implementation of One Stop Agency (OSA) strategies that optimize the EDOTCO Group’s business interest and operating performance. • Develop and maintain strong relationships with Pahang State Government, Royal Palace, government agencies and industry associations, including advocacy for policies and regulations that benefit EDOTCO. • Represent the company in industry forums, discussions, and events with focus on permitting, regulatory and public policy matters, compliance, enforcement, tower operational matters and staying current with industry trends and issues. • Provide timely reporting on progress of overall site permitting, compliance and enforcement activities in the state of Pahang Darul Makmur • Manage a team of executives, providing leadership, guidance, mentorship, coaching, and development opportunities to fuel their success. Touch Mindscape & Touch Mindscape Melaka • To assist in the development of business and sales strategies that optimize the EDOTCO Group’s business interest and operating performance. • Develop and maintain strong relationships with Melaka State Government, Melaka ICT Holdings, government agencies that benefit EDOTCO. • To coordinate and assist for shareholders and management of stakeholders on board directors related matters. • Manage a team of executives, providing leadership, guidance, mentorship, coaching, and development opportunities to fuel their success. Permitting Operations • Responsible for leading and managing the permitting process for all telecommunications infrastructure projects within EDOTCO. • To lead, manage and oversee all necessary approvals and permits are obtained in a timely and cost-effective manner, while ensuring compliance with local regulations and company standards. • To work closely with internal teams, regulatory bodies, and external stakeholders to streamline permitting processes and support the strategic objectives of the company. • Develop and implement permitting strategies to ensure timely acquisition of necessary permits. • Liaise with regulatory bodies, local authorities, and other stakeholders to facilitate the permitting process. • Ensure compliance with local, regional, and national regulations and standards. • Manage and mentor a team of permitting specialists and coordinators. • Monitor and report on the status of all permitting activities, identifying and addressing any potential delays or issues. • Develop and maintain strong relationships with key stakeholders, including government agencies, industry associations, and community groups. Internal • Management Committee at all levels • All departments especially Rollout, Commercial, Regulatory, Finance and Operations • ECMY subsidiaries – YBSB, Touch Mindscape, Touch Matrix, Shahzan Alam Muda External • Policy Makers –State Governments (14) and Local Authorities (150) • Technical Agencies – MCMC, Bomba, CAAM, Tenaga Nasional Bhd • Government and NGOs – District and Land Offices, Forestry Dept., Works Dept.(JKR), etc. • Landlords – State, Individual and Corporate landowners • Industry players – Mobile Service Operators, Fixed Service Operators, Towercos, SBCs, OSAs, etc. (D) Qualifications, Skills & Knowledge Qualifications & Experience • Bachelor’s Degree in Business Administration, Accounting, Finance, Economics, Law or Bachelor’s Degree in Human Resources or equivalent. • 10 years of working experience in a related field. • Experience in the Telco industry would be advantageous. • Apart from English, the ability to write and converse in Bahasa Malaysia is a must.
