Qualified and experienced Consultants for the SCOPE OF WORKS which shall include but not limited to the following: (a) Provision of technical advice in pre-survey planning of specific work scope. This shall include the preparation of tender and contract documents. (b) Review all potential constraints to the survey operations and propose suitable equipment, systems and techniques to be used to ensure effective and efficient implementation of data acquisition operations. (c) Reviews of project execution plan, specifications, methodology, survey personnel competency and propose any improvement for the QC Supervision. (d) Representing Geomatics for project planning discussions and audit including any meeting either at PETRONAS facilities or outside, HSSE review session, office or warehouse visit, proof of concept etc. (e) Conduct technical studies and reviews of specifications and methodologies to propose standard guidelines for the QC Supervision of any survey operations. (f) Provision of training, in terms of briefings and discussions, advice and explanation to COMPANY's personnel and trainees, etc. on activities or operations on any of the work scopes. (g) Provide a brief description, results, findings and project presentation upon project completion to COMPANY. Content as per agreed by COMPANY. Field Assignments: CONTRACTOR shall provide qualified and experienced Consultants for the SCOPE OF WORKS which shall include but not limited to the following: (a) On-site QC Supervision of any operations conducted prior to, during or post survey operations for: - Jack-up and semi-submersible drilling rig’s positioning and navigation with/without BMS/TMS - 4-points mooring work barge, geotechnical survey vessel with/without BMS/TMS - DP Drillship/Geotechnical survey vessel - DP ROV/Diving Support Vessel (b) Monitor CONTRACTORS overall performance based on the contract specifications and requirements of the agreed schedule of work. (c) Ensure that all survey contractor equipment is maintained in good working order and is serviced and verified as valid calibrated prior to used. (d) Ensure the survey scopes of works are performed in accordance with code, standards, and procedures. (e) Ensure satisfactory survey quality records are progressively collated, indexed, filed, store and maintained. (f) Ensure that solutions provided to resolve problems do not adversely affect safety, integrity, or the commercial aspects of the asset/project. (g) Actively participate in pertinent HSE/Quality/Technical audits and campaign as required. (h) Approve acquired data as acceptable and complete to be processed. (i) Liaise with facilities personnel in regard to Permit To Work (PTW), in the absence of COMPANY SITE REPRESENTATIVE. (j) Provision of advice and explanation to COMPANY's field representatives on all relevant aspects of survey activities. (k) Provision of consultancy and knowledge transfer to COMPANY’s On Job Trainee (OJT) on all aspects of survey activities. (l) Provide daily written summaries detailing all pertinent or salient points relating to navigation and positioning aspects of the survey operation. The reports shall include précised rationale adopted for decision making. More detailed descriptions will be included within the end of project final report. (m) Ensure positioning CONTRACTOR is fully compliant with all aspects of the survey operation and that all tolerances for final rig position meet contract specifications and are in accordance with all HSE specifications, e.g. clearance from environmental and seabed hazards. (n) Provision of QC Supervision related to all onboard navigation data processing and the integrity of the final products related to the processing. QC must ensure that all deliverables meet the tolerance thresholds specified within the contract specifications. Personnel Experiences: The personnel for the SCOPE OF WORKS shall be professionally qualified and widely experienced. The qualifications and experience necessary shall include but not limited to the following: (a) Working Experience: -Must have experience in handling five (5) rig/barge positioning projects as Geomatics QC consultants and/or ten (10) rig/barge positioning projects as surveyor for the last five (5) years (b) Education Background: - Must possess Bachelor’s Degree or equivalent qualifications in Geomatics or other related field and have minimum seven (7) years of experiences in the industry. OR Diploma or equivalent qualifications in Geomatics or other related field and have minimum ten (10) years of experiences in the industry.
