Job Description
The Project Manager is responsible for the end to end project management of varied projects across the manufacturing operation, managing projects from concept to commissioning within a varied manufacturing environment either in the field of process, packing or facilities and utilities.
The Project Manager supports the delivery of the key plant results, such as zero safety accidents, zero quality (losses), cost savings, efficiency improvement, 100% Customer Service Level and 100% engagement using the Manufacturing Operating System as an enabler. The Project Manager does this through agile project management and execution of varied projects across the manufacturing operation, through any of the phases from concept to handover after verification.

Responsibilities/ Key Activities:
Safety Health and Environment:
- Responsible for Safety, Health and Environment requirements and legislation implementation and ensures compliance to legal and corporate standards & policies in projects and installations executed; design and execution including LOTOTO (Lock Out Tag Out Test Out), permit to work, hazard work permits, behavioral observation systems, contractor management.
- Responsible to ensure that ergonomics and SHE – Safety, Health & Environment risks are mitigated or eliminated in projects executed.
- Managing contractors in the work area, preparing permits and reviewing risk assessments and method statements.
- Champions Safety, Health and Environment culture through role model behavior.
Quality:
- Responsible for Quality requirements and legislation implementation and ensure compliance to legal and corporate standards & policies in projects executed.
- Ensures project designs and execution include and follow Good Manufacturing Practices, Hygienic Design principles, ISO, HACCP and are in line with JDE Manufacturing Operating System Standards.
- Champions Quality culture through role model behavior.
Delivery & Cost:
Project Planning:
- Responsible for (pre-)engineering scoping, costing and capital expenditure request document preparation using the appropriate JDE project management and technical standards, processes and procedures.
Communication:
- Engaging and communicating with all relevant stakeholders and project team members through the whole lifecycle of the project to ensure that the project deliverables meets all practical requirements (maintenance, operation, training, etc).
- Giving regular updates on project progress to steering committee, team members and plant management.
Project Management & Execution:
- To manage and co-ordinate the detailed project design activities:-
- Coordinate, liaise and communicate with (int./ext.) designers, authorities (for notice, permitting and/or approval) and responsible JDE stakeholders (SSE, QA, M&R, etc.).
- Have drawings and calculations prepared (int./ext. company), as required based on project scope; for purpose of permitting, tendering, documentation etc.
- Distribute and share information to relevant project team members and stakeholders, based on project RACI communication matrix.
- Contact with suppliers, enquire quotations for equipment, installation and/or engineering services and have purchase orders created based on and in line with budget and time schedule planning.
- Prepare RFQ technical documents and follow up tender/ contract negotiation together with Procurement. Carry out Total Cost of Ownership assessment (investment v operating costs) for major CAPEX buy equipment.
- Ensure to have the Technical Project Documentation prepared (int. or by 3rd party contractor): collect, compile and share required files of the (sub-)project; participate in safety assessments/reviews, according to local standards, laws, regulation and JDE company procedures (Engineering Management and Contactors Management).
- Working with the software engineers to develop a URS – User Request Specification for the process installation and review FDS – Functional Development Specification.
- Management of orders: raising Purchase Requests, following deliveries up with the suppliers, receipting and checking invoice discrepancies.
- Planning and regular review of budget incl. updated forecast: kind and amount of purchase orders still needed to be spent to deliver the detailed, agreed scope
- Managing cost versus budget using the appropriate standards to report actual, commitment, and remaining budget spend on a weekly basis to Engineering Manager and/or Plant Finance the CAPEX spending forecast and spending phasing for budget control.
Project Close-Out:
- Start up the installation, together with the project team and suppliers and ensure full snag tracking and close out through commissioning, qualification and verification.
- Ensure relevant handover documentation is in place such as OEM manuals, training documents and risk assessments. Arrange for appropriate training and provision of training material before installation start up.
Qualifications
Education :
University Degree (Bachelor) or higher in Engineering or another related field.
Experience & Competencies:
- Proven experience of delivering significant capex investment projects.
- Strong engineering (multi skilled or mechanical bias) background ideally within a process manufacturing environment.
- Knowledge of main business processes, technology as well as essential stages of manufacturing and packaging of finished product.
- Minimum of 5 years of experience in manufacturing industry – preferably in the Food Industry, Pharmaceutical or FMCG.
- Project management skills with a record of delivering high quality projects in a manufacturing environment with a value in excess of 5 million ringgit.
- Experience of managing tender processes and delivering against financial budgets.
- Experience in management of contractors, strong leadership & influencing skills
- Experience of hands on plant start up.
- Well-developed analytical and administrative skills
- Well-developed communication, collaboration skills and stakeholder managements
- Quick adaptation to new technologies and new business environment
- Accurate, accountable, team player.
