Position Summary Identify, establish and implement organization safety practices in accordance with KPOC HSSE management system and regulatory compliance requirements. These include leadership, system and procedures, competency and safety culture and behavior with the aspiration towards a Generative culture (High Reliability Organization). Principle Accountabilities 1. Plan and create an environment of zero workplace safety incidents through HSSE Plan development, risk assessments, audits, safety oversight of divisional activities, and site compliance with all KPOC health, safety, security and environmental regulations. Responsible for end to end deliver of the task below but no limited to: • Training programs for employees, contractors, and management. • Organize toolbox talks, safety campaigns, and awareness programs to ensure continuous improvement in workplace safety culture. • Develop and deliver programs and activities contributes to overall KPOC and Contractors HSSE Culture improvement towards Generative Safety Culture. This includes Human Performance Improvement and Behavioural Safety. • Deliver Managing Security related activities including risk assessment, security plan and execution. • Safety Critical Equipment (SCE) Health Monitoring and HSSE inputs e.g. supporting Integrated Asset Planning, SAP Assurance on quality of PM and CMReview, draft and finalise agreements for KPOC’s projects and operations and other ancillary contracts in relation thereof. 2. Identify and impose suspension on activities that pose threats to workers' health, security and safety and to lead investigations as well as creating protocols and procedures to prevent future work-related incidents from happening. These include consequence management on life saving rule violations. 3. Develop and conduct safety orientation in accordance with KPOC health, safety, and environment requirements for new employees and to develop and conduct HSE briefings for visitors working at sites. 4. Develop, review, and update Risk Assessments (RA) and Job Hazard Analysis (JHA) for new and existing projects. Coordinate with cross-disciplinary teams (Operations, Maintenance, Engineering) to support risk reduction strategies. 5. Responsible to upkeep Legal Compliance Register including Inspect and evaluate workplace environments, equipment, practices, credentials, licenses and/or permits to ensure compliance with safety standards and government regulations. 6. Responsible in developing, implementing, and assurance for HSSE Management System complying within organization, MPM’s Governing Standard and local regulations. These includes the task below and are not limited to: • Assist HSSE management staff in researching new programs and procedures to protect KPOC employees from potentially hazardous work methods, processes, or materials and to be more relevant with new industry best practices. • HSSE Management Reviews to ensure continued improvement. • Responsible for upkeeping HSSE Documentation Register and HSSE Hub. 7. Provide guidance to Site management at KPOC sites on implementation of safety protocols and procedures in all functional areas to ensure site compliance to HSSE regulations and standards. 8. Responsible for facilitating and overall readiness for Assurance Activities both internally and externally including end to end management for example: • Readiness for offshore, HSSE documentation preparation, TOR, slide pack in support of the agenda, invitations, supporting Assurance Lead, ISO 45001 and 14001. • Responsible for planning, implementing and managing emergency response readiness. Coordinate emergency response duty roster including scheduling handover session. Plan and organize emergency response member’s training and emergency drills to ensure member’s readiness for emergency response management. 9. Conduct marine HSSE inspections including vessel inspections, audit and assessment of KPOC and contractor- chartered vessel and crew induction as and when required in order to ensure compliance to KPOC HSSE standards and marine regulations/ conventions. 10. Develop and maintain KPOC contractor HSSE management to in compliance with IOGP 423, ISO 45001, ISO 14000, IMS and Governing Standards. Assist in capability building of all divisions contract holder competency on HSSE contract requirements. To continuously assess KPOC contractor’s HSE performance (i.e. via Contractor Joint HSE Audit, Contractor Performance Review). 11. Support HSSE Management Staff as and when required on ensuring HSSE excellence in driving for zero incident and HSSE compliances. Identify and implement innovative technologies and processes to improve safety, health and environmental outcomes. 12. Track, analyse and report on HSSE performance metrics (e.g., TRIR, TROI, LTIF, emissions data) to senior management. 13. Provide HSSE input during project design, planning, and execution, ensuring that safety requirements are integrated into all stages. Including active inputs in Pre-Task Safety Reviews (PTSR), HAZID, HAZOP studies, and ensure safe work practices in all project and operation phases. Requirements 1. Bachelor’s Degree or equivalent, preferably in a technical discipline or OHSE discipline. 2. Minimum 10 years of experience on HSE operations and management system, HSE consultancy and well verse on Malaysia regulatory requirements within the oil and gas industry including MPM’s Governing Standard. 3. Ability to work under pressure, manage multiple tasks, and interact with cross-functional teams. 4. Priority to Sabahan applicants. 5. Malaysian applicants only.
