Planning Lead

Our company is looking for an organized, independent, and self-motivated Planning Lead that will ensure the company's plan is adhered to and carried out. The role also requires the candidate to bring in best practices in continuous improvement plans and activity into the organization.
The Planning Lead will be responsible for leading the development and execution of the master plan for a property development project. Reporting to the Head of Planning & Development Services, the Planning Lead will oversee the strategic planning process, manage all aspects of project planning, and ensure that the master plan aligns with the project’s vision, objectives, and regulatory requirements. This role will require close coordination with internal teams, external consultants, and stakeholders to ensure the successful implementation of the project master plan.
Key Responsibilities:
1) Master Planning Leadership:
- Lead the development of the master plan for large-scale property development projects, ensuring alignment with the overall vision, design philosophy, and strategic objectives of the development.
- Ensure that the master plan addresses all key components of the project, including land use, infrastructure, utilities, accessibility, and environmental sustainability.
2) Planning Strategy Development:
- Work with the Head of Planning & Development Services to develop the strategic planning framework for the project, identifying key milestones, deliverables, and timelines.
- Define the overall project schedule, integrating key planning phases such as feasibility, design, regulatory approvals, and construction, ensuring that deadlines are met and project objectives are achieved.
3) Collaboration with Stakeholders:
- Liaise with internal teams (design, engineering, construction) as well as external stakeholders, including consultants, local authorities, and government bodies, to ensure the master plan meets regulatory requirements and community expectations.
- Ensure coordination between all parties involved in the planning process to resolve any issues, challenges, or conflicts that may arise during project development.
4) Regulatory Compliance & Approvals:
- Lead the process of obtaining necessary permits, approvals, and clearances from local authorities and regulatory bodies, ensuring compliance with zoning laws, building codes, environmental regulations, and other relevant legislation.
- Monitor changes in local regulations or policies that may impact the project and proactively implement adjustments to the master plan as needed.
5) Project Risk Management:
- Identify and assess potential risks related to project planning and scheduling, including regulatory delays, land acquisition issues, and environmental constraints.
- Develop and implement strategies to mitigate risks, ensuring that the project stays on track and within budget.
6) Master Plan Integration and Coordination:
- Ensure that the master plan is effectively integrated with other aspects of the project, such as architectural, structural, M&E (Mechanical & Electrical) design, landscaping, and infrastructure.
- Coordinate the preparation of detailed planning documents, reports, and presentations for internal and external stakeholders.
7) Budget and Resource Management:
- Monitor and manage the planning budget, ensuring that resources are allocated efficiently and that planning tasks are completed within allocated budgets and timelines.
- Oversee the allocation of internal and external resources to the planning function, ensuring that the necessary expertise and support are available for successful project execution.
8) Project Monitoring and Reporting:
- Regularly update the Head of Planning & Development Services on the progress of the master plan, highlighting any challenges or potential delays that could affect the overall project timeline.
- Prepare and present progress reports, planning forecasts, and risk assessments to senior management and stakeholders.
9) Continuous Improvement and Best Practices:
- Stay informed on industry trends, planning best practices, and new technologies to drive innovation in the planning process.
- Implement lessons learned from previous projects to continuously improve the planning process, efficiency, and quality of deliverables.
10) Leadership and Team Management:
- Lead and mentor a team of planners, coordinating workloads, providing guidance, and fostering a collaborative work environment.
- Ensure that all team members are aligned with project goals, deadlines, and quality standards, providing regular performance feedback.
Qualifications & Requirements:
- Bachelor’s or Master’s degree in Urban Planning, Architecture, Civil Engineering, or a related field.
- A minimum of 8-10 years of experience in project planning, within the property development
- Proven experience in master planning for large-scale property development projects (residential, commercial, or mixed-use).
- Strong understanding of regulatory processes, zoning laws, and land use planning.
- Ability to lead cross-functional teams and manage multiple stakeholders to achieve project goals.
- Excellent communication, presentation, and negotiation skills.
- Strong analytical skills, with experience in risk management and problem-solving.
- Proficiency in planning software (e.g., AutoCAD, MS Project, or similar tools) and Microsoft Office Suite.
- Ability to think strategically and manage complex projects with a focus on long-term outcomes.
- Strong leadership, decision-making, and interpersonal skills.
Job Types: Full-time, Contract
