Support and manage the procurement process under the supervision of the Consultancy and Corporate Services Unit to ensure compliance with the requirements, processes, and procedures, as well as alignment with the Company’s strategic policy.
- Perform procurement of Consultancy and Corporate Services contracting activities including pre-qualification, tender management, negotiation, and preparation of contracts for PMB Group of Companies to ensure the companies’ needs are met in a timely, efficient, effective, and ethical manner.
- Review and advise technical department on the procurement approach (direct appointment/ appointment by selection/panel establishment) for purchase of goods, project management services, consultancy services or any other relevant services required by the company in compliance with criteria set in the function SOP starting from initiation up to award process.
- Evaluate and review all purchase requests from requestor based on completeness of the documentation and reasonable justification provided for the purchase.
- Prepare and review pre-tender requirements including cost plan/estimate, tender document preparation, tender evaluation (commercial and technical), negotiation, preparation of tender report/management paper for recommendation of award to management according to DAL guideline.
- Preparation of management paper and presentation materials for recommendation/approval to award based on the DAL.
- Preparation and issuance of Letter of Appointment (“LOA”) and ensuring completion of execution of Agreement (as applicable) and distribution to relevant departments/consultants.
- Initiate establishment of panel suppliers for goods or services for recurring purchase.
- Provide relevant information to business functions to create PR.
- Responsible for PO conversion for the respective RFQ conducted and manage PO closing.
- Manage contract renewal activity and ensure the contracts are renewed before expiry date.
- Creation of Blanket Purchase Agreement (“BPA)/Contract Purchase Agreement (“CPA”) for all contract with Agreement or LOA.
- Initiative’s improvement in digitalization for procurement process inclusive tender for governance and transparency in procurement processes.
Qualification
- At least a Degree in Business Studies/ Administration/ Management or equivalent
- Preferably 1-3 years' experience in procurement
